Peran Politisi Perempuan Dalam Proses Perumusan Perda nomor 3 tahun 2012 tentang perlindungan perempuan dan anak korban kekerasan periode 2009-2014

Penelitian ini bertujuan untuk menggambarkan bagaimana peran politisi perempuan di DPRD DIY dalam proses perumusan perda no.3 tahun 2012 tentang perlindungan perempuan dan anak korban kekerasan. Adapun aspek yang dilihat dalam konteks peran politisi perempuan ada empat hal yakni,peran politisi perempuan dalam perumusan masalah, agenda kebijakan, perumusan kebijakan dan penetapan kebijakan. Teori Willian Dunn dalam Budi Winarno, menekankan bahwa dalam suatu perumusan kebijakan publik, sekelompok orang atau lembaga harus melewati tahap-tahap proses perumusan kebijakan. Dalam hal ini, peneliti mengambil empat tahap proses perumusan kebijakan yaitu perumusan masalah,agenda kebijakan,perumusan kebijakan dan penetapatan kebijakan. Terkait dengan peran politisi perempuan, Soekanto menyatakan bahwa peran merupakan suatu konsep tentang apa yang dapat dilakukan oleh individu dalam masyarakat sebagai organisasi. Politisi perempuan yang berada di DPRD DIY merupakan perempuan yang berangkat dari kemampuan aktualisasi individu. Kemudian diharapkan dapat mewarnai organisasi atau lembaga dalam hal ini DPRD DIY, yang berdampak kepada kesejahteraan masyarakat melalui kebijakan yang dibuat. Penelitian ini menggunakan metode studi kasus sebagai langkah untuk membantu peneliti dalam merekam dan dalam pengambilan data. Karena spesifik penelitian ini ingin menjelaskan bagaimana politisi perempuan di DPRD DIY melakukan perannya dalam merumuskan perda no.3 tahun 2012, dalam suasana dimana DPRD diketahui kental dengan budaya patriarkhi. Dengan metode ini peneliti dapat mengakrabkan diri dengan subyek penelitian secara langsung dalam waktu tertentu dengan menerapkan teknik pengumpulan data melalui dokumenter dan wawancara mendalam. Dari hasil penelitian, menggambarkan bahwa dalam teori kebijakan publik, terdapat beberapa tahapan dalam proses perumusan kebijakan. Empat diantaranya adalah perumusan masalah,agenda kebijakan,perumusan/formulasi kebijakan dan penetapan kebijakan yang digunakan oleh politisi perempuan di DPRD DIY berhasil membuktikan bahwa politisi perempuan di DPRD DIY sangat berperan dalam perumusan perda no.3 tahun 2012 tentang perlindungan perempuan dan anak korban kekerasan. Dengan beberapa fakta sebagai berikut, Pertama; peran politisi perempuan dalam perumusan masalah. Dari hasil wawancara dan dibuktikan oleh data-data yang disajikan oleh pihak notulen DPRD DIY, disimpulkan bahwa sebagian besar politisi perempuan memberikan usulan dalam rapat komisi dan pada rapat paripurna. Terkait usulan Perda perlindungan perempuan dan anak korban kekerasan semua politisi perempuan mengungkapkan usulan-usulan mereka. Kedua; peran politisi perempuan dalam agenda kebijakan. Pada tahapan ini politisi perempuan bekerjasama dengan politisi laki-laki dalam menyusun agenda kebijakan yang akan dilakukan.(lihat : skema dari dari agenda kebijakan yang berhasil disusun). Aspek ketiga dan keempat, peran politisi perempuan dalam perumusan kebijakan dan penetapan kebijakan. Data menunjukkan bahwa secara umum berdasarkan fakta dilapangan pada tahap perumusan perda perlindungan perempuan dan anak korban kekerasan, diketahui bahwa semua politisi perempuan memberikan usulan pada saat perumusan perda tersebut walaupun ada yang hanya menambahkan usulan rekannya. Namun, tidak sedikit usulan-usulan terbaik lahir dari buah pemikiran politisi perempuan (baca: Peran politisi perempuan dalam pemberian usulan di pansus). Adapun tahap penetapan kebijakan merupakan tahapan akhir, pada rapat paripurna ini tidak ada masukan terkait Perda yang telah dirumuskan oleh pansus BA nomor 7 tahun 2012.Dengan demikian, hal ini kiranya dapat dijadikan parameter bahwa politisi perempuan di DPRD DIY sudah cukup baik dalam hal pembuatan kebijakan yang terkait dengan isu-isu keperempuanan.

This study want to describe how the role of women politicians in Parliament DIY in the process of formulating regulations no.3 of 2012 on the protection of women and children victims of violence. As for the aspect seen in the context of the role of women politicians there are four things that, the role of women politicians in the formulation of the problem, policy agenda, policy formulation, and setting policy. Then expected to coloring organization or institution in this case DPRD DIY, the impact to the welfare of society through policies made. This research uses the case study method as a step to assist investigators in the recording and the retrieval of data. Specific because this study wanted to explain how female politicians in DPRD DIY perform its role in formulating regulations no.3 of 2012, in an atmosphere where the DPRD is known steeped in patriarchal culture. With this method, researchers were able to familiarize themselves with the subject of research directly within the specified time by applying techniques of data collection through the documentary and interview. From the research, illustrate that in theory the public policy, There are several stages in the process of policy formulation. Four of them are problem formulation, policy agendas, formulation / formulation of policies and setting of policies that are used by female politicians in DPRD DIY succeeded in proving that female politicians in DPRD DIY was instrumental in the formulation of regulations no.3 of 2012 on the protection of women and children victims of violence. With some of the facts as follows, First; the role of women politicians in the formulation of the problem. From interviews and evidenced by the data presented by the minutes of the Council of DPRD DIY, it was concluded that the majority of women politicians propose in committee meetings and in plenary session. Related to the proposed legislation protecting women and children victims of violence all women politicians reveal their proposals. Second; the role of women politicians in the policy agenda. At this stage of female politicians in cooperation with male politicians in formulating policy agenda to be performed.( see: scheme of the policy agenda that successfully compiled). The third and fourth aspects, the role of women politicians in the formulation of policies and setting policy. Data show that in general is based on the fact the field at the formulation stage of regulations protecting women and children victims of violence, it is known that all women politicians propose at the time of formulation of these regulations although there are only adding his proposal. However, not a few proposals for the best born from the fruit of thought female politicians (read: The role of women politicians in the delivery of the proposal in the special committee). The policy-setting stage is the final stage, at the plenary meeting there is no input related to regulations that have been formulated by the special committee of the BA No. 7 of 2012.Dengan Thus, it would be used as a parameter that female politicians in DPRD DIY is good enough in terms of policy making related to issues of womanhood.
