ANALISIS PEREKONOMIAN DAERAH KABUPATEN HALMAHERA SELATAN DAN PROYEKSINYA

Penelitian ini bertujuan menganalisis perkembangan Produk Domestik Regional Bruto (PDRB) dan PDRB per kapita ADHK 2000, menganalisis perkembangan sektor dalam struktur PDRB ADHK 2000, menetapkan klasifikasi sektor perekonomian daerah, serta menganalisis kesesuaian struktur PDRB ADHK 2000 hasil proyeksi dengan dokumen RPJMD Kabupaten Halmahera Selatan tahun 2010 sampai dengan tahun 2015. Data menggunakan PDRB ADHK 2000 yang diperoleh dari BPS dan Bappeda Kabupaten Halmahera Selatan serta BPS Provinsi Maluku Utara. Alat analisis yang digunakan adalah Analisis Trend, Analisis Pertumbuhan, Analisis Kontribusi, dan Analisis Tipologi Klassen. Hasil analisis menunjukkan trend PDRB ADHK 2000 dan PDRB per kapita ADHK 2000 Kabupaten Halmahera Selatan yang meningkat signifikan dari tahun 2003 ke 2013 serta pertumbuhan keduanya yang cenderung meningkat. Hasil analisis juga menunjukkan struktur PDRB ADHK 2000 Kabupaten Halmahera Selatan masih didominasi 3 (tiga) sektor besar yaitu sektor pertanian, sektor perdagangan, hotel dan restoran, serta sektor industri pengolahan. Pada perkembangannya, dari ketiga sektor dominan sebagai penyumbang terbesar PDRB Halmahera Selatan, hanya sektor perdagangan, hotel dan restoran yang memiliki trend peningkatan kontribusi sektor yang signifikan terhadap PDRB ADHK 2000 Kabupaten Halmahera Selatan sepanjang periode 2003 sampai dengan tahun 2013. Hasil analisis tipologi menunjukkan sektor pertanian menjadi sektor yang telah jenuh, sektor industri pengolahan dan sektor perdagangan, hotel dan restoran menjadi sektor yang maju dan tumbuh dengan pesat, sektor pertambangan dan penggalian menjadi sektor yang potensial, sedangakan sektor lainnya menjadi sektor dengan kategori relatif tertinggal. Pada analisi proyeksi, hanya pertumbuhan PDRB ADHK 2000 tahun 2014 sampai dengan tahun 2015 yang mencapai target RPJMD Kabupaten Halmahera Selatan tahun 2010 sampai dengan tahun 2015. Untuk realisasinya pada tahun 2014, PDRB ADHK 2000 dan PDRB per kapita ADHK 2000 melebihi proyeksi, sedangkan pertumbuhan PDRB ADHK 2000 hanya mencapai 99 persen dari proyeksi.

The purpose of this research is analyze to development of Gross Regional Domestic Product (GRDP) and GRDP per capita at constant prices 2000, to analyze the development sector in structure GRDP at constant prices 2000, to establish the classification of the economy regional sector and to analyze the suitable structure GRDP at constant prices 2000 projection result with document RPJMD South of Halmahera in 2010 up to the year 2015. The data used GRDP at constant prices 2000 obtained from BPS and BAPPEDA in South of Halmahera and BPS North Maluku Province. The Instrument of analysis is Trend Analysis, Growth Analysis, Analysis of Contributions, and Klassen Typology Analysis. The result of analysis showed a trend GRDP at constant prices 2000 and GRDP per capita at constant prices 2000 in South of Halmahera which increased significant from 2003 to 2013 and the growth of both which tend to increase. And also, the result of analysis showed structure of GRDP at constant prices 2000 South of Halmahera still dominated by 3 (three) major sectors as agriculture sector, trading sector, hotel and restaurant and industrial sector. In the progress, only trading sector and hotel and restaurant sector that have a trend increase in the contribution sector which significant to GRDP at constant prices 2000 South of Halmahera in 2003 up to the year 2013 period. The result of Klassen Typology Analysis showed the agriculture sector become a sector has been saturated. The trading sector, the industrial sector, and hotel and restaurant sector become a progressive growing sector. Mining sector become a potential sector, while the other sectors to be a sector with a category underdeveloped. In the projection analysis, growth GRDP at constant prices 2000 in 2014 up to the year 2015 reach the target RPJMD South of Halmahera in 2010 up to the year 2015. The realization in 2014 , GDP ADHK 2000 and GDP per capita ADHK 2000 exceeded projections , while GDP growth ADHK 2000 Only 99 percent of reach the projection.
