PERKEMBANGAN DAN KONTRIBUSI SUB SEKTOR PERIKANAN TERHADAP EKONOMI DAERAH DAN KESEMPATAN KERJA DI KABUPATEN GUNUNGKIDUL TAHUN 2007 - 2011

Kabupaten Gunungkidul memiliki karakteristik wilayah yang didominasi bentang lahan Karst. Kondisi tersebut mengakibatkan Kabupaten Gunungkidul memiliki keterbatasan terhadap sumberdaya air. Keterbatasan yang ada nyatanya tidak menghambat kontribusi sektor pertanian sebagai penyumbang terbesar PDRB Kabupaten Gunungkidul. Diperlukan strategi khusus agar sektor pertanian dapat memberikan manfaat yang lebih luas, terlebih dengan keterbatasan yang ada. Salah satu kebijakan yang diambil pemerintah Kabupaten Gunungkidul adalah dengan melaksanakan pengembangan sub sektor perikanan melalui program Minapolitan. Penelitian ini bertujuan untuk (1) mengetahui perkembangan sub sektor perikanan di Kabupaten Gunungkidul, (2) mengetahui perubahan wilayah basis sub sektor perikanan di Kabupaten Gunungkidul, (3) mengetahui kontribusi sub sektor perikanan terhadap perekonomian daerah Kabupaten Gunungkidul dan (4) mengetahui penyerapan tenaga kerja sub sektor perikanan di Kabupaten Gunungkidul pada tahun 2007 hingga tahun 2011. Metode yang digunakan dalam penelitian ini yaitu metode kuantitatif dengan menggunakan data sekunder. Variabel yang digunakan ialah PDRB dan tenaga kerja. Unit analisis yang digunakan adalah kecamatan. Cara analisis data menggunakan (1) analisis deskriptif, (2) loqatient quotient, (3) analisis struktur ekonomi wilayah, dan (4) elastisitas kesempatan kerja. Dari hasil penelitian dapat diketahui bahwa (1) perkembangan PDRB dan tenaga kerja sub sektor perikanan cenderung meningkat selama tahun 2007 - 2011. (2) Wilayah basis sub sektor perikanan bertambah dari 4 kecamatan menjadi 8 kecamatan pada tahun 2011. (3) Kontribusi sub sektor perikanan terhadap perekonomian Gunungkidul relatif masih kecil dan mengalami penurunan. (4) Penyerapan tenaga kerja sub sektor perikanan di Kabupaten Gunungkidul menunjukkan kecenderungan tetap yang berarti pertumbuhan PDRB sub sektor perikanan belum mampu membuka lapangan pekerjaan baru di Kabupaten Gunungkidul. Secara keseluruhan dapat disimpulkan bahwa telah terjadi pergeseran spasial terhadap konsentrasi pengembangan sub sektor perikanan di Kabupaten Gunungkidul dari kawasan pesisir menuju ke kawasan tengah dimana Kecamatan Playen berada. Hal tersebut dikarenakan kebijakan yang diambil oleh pemerintah Kabupaten Gunungkidul yang menetapkan Kecamatan Playen sebagai lokasi pelaksanaan program Minapolitan.

Gunungkidul has the characteristics of a region dominated Karst landscape. Such conditions lead to Gunungkidul have limitations on water resources. Limitations that exist in fact not inhibit the contribution of the agricultural sector as the largest contributor to GDP Gunungkidul. Special strategies are needed so that the agricultural sector can provide wider benefits, especially with the existing limitations. One of the policies taken by the government is to implement Gunungkidul fisheries sub-sector development through Minapolitan program. This study tends to (1) determine the development in the fisheries sub-sector in Gunungkidul, (2) determine changes of the base region in the fisheries sub-sector in Gunungkidul, (3) determine the contribution of fisheries sub-sector to the regional economy in Gunungkidul and (4) determine the the absorption of employment in the fisheries sub-sector in Gunungkidul in 2007 until 2011. The method used in this research is quantitative method with secondary data. The variable used is GDP and employment. The unit of analysis is the sub-district.The way to analyze the data are including: (1) descriptive analysis, (2) loqatient quotient, (3) analysis of the economic structure of the region, and (4) the elasticity of employment. From the results of this research, it can conclude: (1) the development of GDP and fisheries sub-sector employment are being increased during 2007 until 2011. (2) Base area of fisheries sub-sector are being increased from four districts into eight districts in 2011. (3) The contribution of the fisheries sub-sector to Gunungkidul economy is still relatively small and declining. (4) The absorption of labor in the fisheries sub-sector showed a tendency that Gunungkidul fisheries sub-sector is not significantly increase, it’s mean GDP growth has not been able to create new job opportunities in Gunungkidul. Overall it can be concluded that there has been a spatial shift in the development of the fisheries sub-sector in Gunungkidul from coastal areas towards the central region where the Sub-District Playen located. That is because the policy taken by the government that sets the Sub-District Playen as the location of the Minapolitan program.
