PENGEMBANGAN INSTRUMEN PENILAIAN PELAKSANAAN PROGRAM PELATIHAN (TRAINING) SECARA BLENDED LEARNING

2015 | Tesis | S2 MANAJEMEN PENDIDIKAN TINGGIABSTRAK Penelitian ini adalah penelitian penilaian dengan mengembangkan instrumen penilaian yang difokuskan pada penilaian produktivitas pelatihan secara blended learning. Penelitian ini bertujuan merancang matriks instrumen penilaian yang sesuai untuk mengukur efektivitas pelatihan secara blended learning kemudian di uji coba dengan mengamati proses pembelajaran kepada peserta terkait dengan penilaian tingkat efektivitas terhadap pelaksanaan pelatihan secara blended learning. Penelitian ini merupakan penelitian eksploratif bersifat deskriptif dengan pendekatan kualitatif yang dianalisis secara kuantitatif. Populasi penelitian ini ialah seluruh peserta kegiatan pelatihan blended learning kerjasama USAID HELM dengan MMPT SPs UGM. Teknik pengumpulan data melalui observasi langsung data-data sekunder (notulensi, respon modul peserta, daftar hadir webinar). Tahap pengembangan instrumen dimulai dari input acuan yang digunakan, proses perancangan sistematika instrumen, dan output berupa instrumen penilaian pelatihan. Selanjutnya, melakukan FGD (Focus Group Discussion) pada tim pelaksana kegiatan yang bertujuan memperoleh informasi terkait penilaian seputar kegiatan serta mengetahui kendala-kendala yang dihadapi selama kegiatan berlangsung. Dalam penelitian ini telah dikembangkan instrumen untuk penilaian pelatihan menggunakan metode blended learning dengan indikator pengukur yang dibagi menjadi indikator utama (main indicator) dan indikator tambahan (proxy indicator). Instrumen penilaian ini mencukupi sebagai alat ukur untuk memberikan informasi kemajuan hasil pembelajaran partisipan dalam mencapai tujuan sesuai dengan kegiatan pembelajaran yang menggunakan media blended learning. Elemen instrumen penilaian diukur dari tiga ranah pembelajaran taksonomi bloom yang mencakup domain kognitif, domain afektif, dan domain psikomotor. Hasil penilaian menunjukkan bahwa capaian pembelajaran yang ditujukan kepada partisipan berhasil diraih secara baik dan benar dalam kurun waktu yang singkat sehingga dapat dinyatakan hasil ini efektif. Hasil penilaian juga dapat dinyatakan efisien dilihat dari kemudahan peserta dalam mempelajari modul dimana saja dan kapan saja di tempatnya berada. ABSTRACT This research was an assessment type by developing the assement instrument that focused on training productivity assessmentaccording to blended learning. This research was purposed to design the appropiate assessment instrument matrix to measure training effectivity according to blended training and subsequently tested by observing learning process to the participants in connection to the assessment of effectivity level toward training implementation according to blended learning. This research was an explorative research that having descriptive characteristic by using qualitative approach that analyzed in quantitative manner. The research population was the entire participants of blended learning training activity of collaboration program between USAID HELM and MMPT SPs UGM. Data collecting method was by direct observation of secondary data (notation, participant modul respond, webinar attendant list, etc). The instrument development stage was started from the used of reference input, instrument systematic designing process, and the output in form of training assessment instrument. Further, the conduction of FGD (Focus Group Discussion) on the activity implementation team that purposed to obtain information related to the assessment around the activity and to find out the obstacles that faced during the activity took place. In this research, there was developed the instrument for the training assessment by using blended learning media with measuring indicator that divided into main indicator and proxy indicator. This assessment instrument wasfulfill as measuring tool to give information of participants learning result progress in achieving the goal suitable to the learning activity that using blended learning media. The assessment element was measured by three learning areas of Bloom taxonomy that covered cognitive domain, affective domain, and psycomotor domain. The research result showed that learning achievement that addressed to participants was successfully achieved in well and correct manner in brief period, so that it was able to be stated that this result was effective. The assessment result was also able to be stated efficient viewed by the participants easiness in learning the modul everywhere and anytime they were to exist.
