ANALISIS KESIAPAN PENGGUNA SPPK DI LPMP PROVINSI BENGKULU MENGGUNAKAN INTEGRASI MODEL TRI DAN DOMAIN PEOPLE DARI FRAMEWORK STOPE

Sebagai salah satu bentuk pengembangan e-manajemen, e-pelaporan, dan e-layanan untuk meningkatkan efektivitas tata kelola dan layanan publik, Kemdikbud merilis Sistem Penilaian Prestasi Kerja (SPPK) PNS. Sebelumnya penilaian prestasi kerja menggunakan format DP3 yang keseluruhan dilakukan oleh atasan menjadi penilaian menggunakan sistem sehingga penilaian lebih obyektif, terukur, akuntabel, dan partisipasif. Dalam masa transisi, dari penilaian menggunakan format DP3 menjadi SPPK, ditemukan persepsi kesulitan selama menggunakan SPPK sehingga implementasi SPPK berjalan tidak optimal. Oleh karena itu perlu dilakukan analisis kesiapan pengguna untuk memperkirakan tanggapan user terhadap SPPK sehingga dapat membuat strategi yang tepat untuk mempercepat proses adopsi SPPK PNS di lingkungan Kemdikbud khususnya Satker LPMP Provinsi Bengkulu. Kesiapan pengguna ini akan diukur mengunakan metode integrasi yaitu metode Technology Readiness Index (TRI) untuk mengukur kesiapan kepribadian (Sikap Optimis, Sifat Inovatif, Ketidaknyamanan, Ketidakamanan) dan domain People pada Framework STOPE untuk mengukur kesiapan kemampuan penggunaan TI (Kesadaran akan Potensi TIK, Kualifikasi & Pekerjaan TI, Pendidikan & Pelatihan, Kinerja & Kepuasan). Penelitian ini termasuk penelitian kuantitatif yang menggunakan kuesioner untuk mengumpulkan data dan kemudian diolah melalui model structural equation modeling (SEM) dengan aplikasi SmartPLS. Hasil penelitian menunjukkan pada kesiapan kepribadian diketahui sikap optimis mempengaruhi kesiapan pengguna SPPK sedangkan sifat inovatif, ketidakamanan, dan ketidaknyamanan tidak mempengaruhi. Pada kesiapan kemampuan diketahui Kesadaran akan Potensi TIK, Pendidikan dan Pelatihan, mempengaruhi Kesiapan Penggguna SPPK sedangkan Kinerja dan Kepuasan, Kualifikasi dan Pekerjaan tidak mempengaruhi.

As one form of the development of e-management, e-reporting, and e-services to improve the effectiveness of governance and public services, Kemdikbud released Sistem Penilaian Prestasi Kerja (SPPK) PNS. Previous performance appraisal using DP3 format wich overall made by employers into the system so that an assesment studies using more objective, measurable, accountable, and participation. In the transition period, from assessment using the format DP3 into SPPK, found the perception of difficulties during use SPPK so that the implementation SPPK run is not optimal. Therefore it is necessary for the analysis of the readiness of users to estimate the user response to the SPPK so as to create the right strategy to accelerate the adoption of SPPK PNS in environments Kemendikbud and in LPMP Bengkulu province in particular. Readiness users will be measured by the Readiness of the personality dimensions (optimistic attitude, innovative nature, discomfort, insecurity) and dimensions of Readiness capability of IT usage (awareness of the potential of ICT / ICT Awareness, qualification and IT jobs, education and training, performance and satisfaction). The method used to measure the Readiness of these users using the combined method Technology Readiness Index to measure the dimensions of mental preparedness and domain People on the Framework Strategy, Technology, Organization, People, Environtment (STOPE) to measure the dimensions of Readiness capability of using TIK. This study included a quantitative research using a questionnaire to collect data of research. And then the data will processed with model of strutural equation modeling (SEM) by using the aplication smartPLS. The results showed that dimension of personality Readiness optimistic affect the Readiness of users SPPK, while the innovative, insecure, discomfort does not affect the readinees of user. On dimensions of Readiness capability known awareness of TIK, education and training affects the Readiness of users, while qualifications and job, satisfaction and perform does not affect the Readiness of user.
