IMPLEMENTASI ASSESSMENT CENTER DALAM MEMPERKUAT PENGEMBANGAN SUMBERDAYA MANUSIA GUNA MEWUJUDKAN KETAHANAN PEGAWAI (Penelitian di Direktorat Jenderal Strategi Pertahanan Kementerian Pertahanan Republik Indonesia)

Tujuan penelitian ini adalah untuk menganalisis implementasi, kendala dan strategi pengembangan implemtasi Assessment Center dalam pengembangan sumberdaya manusia yang mendukung ketahanan pegawai di Direktorat Jenderal Strategi Pertahanan Kementerian Pertahanan. Metode penelitian yang dipakai adalah penelitian kualitatif deskriptif, dan pendekatan kualitatif ditempuh dengan prinsip kewajaran dan dilakukan secara objektif melalui pengamatan langsung, studi dokumentasi serta wawancara secara mendalam. Selanjutnya data yang diperoleh diproses melalui prosedur atau pentahapan yang sistematis, melaui tahapan umum prosedur pengolahan data kualitatif, untuk dianalisis. Hasil analisis menunjukkan bahwa implementasi Assessment Center guna pengembangan sumber daya manusia aparatur bidang pertahanan negara di Direktorat Jenderal Strategi Pertahanan Kemhan telah memiliki landasan hukum yang kuat untuk diselenggarakan di Ditjen Strategi Pertahanan dengan tujuan umum untuk memetakan kompetensi individual pegawai dan tujuan khusus untuk memberikan pertimbangan kepada pimpinan tentang pegawai yang dapat memenuhi jabatan-jabatan struktural. Selanjutnya, kendala umum yang ditemui dalam implementasi Assessment Center adalah kuantitas jumlah pegawai dibandingkan dengan jumlah jabatan struktural yang tersedia, dukungan pimpinan untuk menggunakan hasil assessment center, serta adanya pegawai yang kurang antuasias untuk mengikuti assessment center, sedangkan kendala tehnis adalah kekurang sesuaian metode assessment center dengan budaya dan kebiasaan pegawai, ketersediaan waktu untuk pelaksanaan assessment center serta kesukaran penerapan prinsip belajar orang dewasa selama pelaksanaan assessment center. Hasil analisis lainnya menunjukkan bahwa strategi yang dapat dikembangkan dalam implementasi Assessment Center guna mendukung ketahanan pegawai di Direktorat Jenderal Strategi Pertahanan masing-masingnya adalah strategi yang dihasilkan dari pencermatan kondisi umum sumber daya manusia serta kendala umum yang ditemui dalam implementasi Assesment Center.

The purpose of this study is to analyze implementation, constraints and Assessment Center implementation development strategies in human resource development which supports the resilience of employees in the Directorate General of Defense Strategy Defense Ministry. The research method used is descriptive qualitative research, and qualitative approach taken with the principles of fairness and objectively done through direct observation, documentation studies and in-depth interviews. Furthermore, the data obtained is processed through a systematic procedure or phasing, through common stages of processing procedures qualitative data, to be analyzed. The analysis showed that the implementation of the Assessment Center to the development of human resources personnel in the field of national defense strategy of the Directorate General of Defence Ministry of Defense has had a strong legal basis to be held at the Directorate General of Defense Strategy with a common goal to map the competencies of individual employees and the specific purpose of giving consideration to the leadership about employees who can meet the structural positions. Furthermore, the common obstacles encountered in the implementation of the Assessment Center is the quantity of the number of employees compared to the number of positions available structural, leadership support for using the results of the assessment center, as well as the employees are not enthusiastic anymore to follow the assessment center, while the technical obstacles are lack matching assessment method center with the culture and customs personnel, availability of time for implementation of the assessment center as well as effortless application of adult learning principles for the implementation of the assessment center. Other analysis results show that the strategy can be developed in order to support the implementation of the Assessment Center security personnel at the Directorate General of Defense Strategy is a strategy respectively scrutiny resulting from the general conditions of human resources as well as the common obstacles encountered in the implementation of the Assessment Center.
