Pemanfaatan Teknologi Web Dan Sms Gateway Guna Meningkatkan Kualitas Layanan Perijinan (Studi Kasus Pada Badan Penanaman Modal Dan Pelayanan Perijinan Kabupaten Blora)

Meningkatnya minat investasi didalam negeri mempengaruhi tinggi rendahnya pertumbuhan ekonomi. Pemerintah serta instansi yang terkait mulai berbenah diri untuk memperbaiki kualitas layanannya. Saat ini BPMPP (Badan Penanaman Modal dan Pelayanan Perijinan) memiliki wewenang untuk memproses 25 jenis layanan perijinan, diantaranya adalah ijin usaha, ijin mendirikan bangunan (IMB) dan ijin gangguan (HO). Dalam penyelenggaraan layanan terdapat beberapa kendala yang mengakibatkan proses layanan tidak berjalan tepat waktu. Dalam rangka pencapaian tujuan dari ditetapkan Standar Operasional Prosedur (SOP) layanan perijinan yaitu mewujudkan pelayanan yang mudah, cepat, tepat dan transparanserta memberikan kepastian waktu penyelesaian pelayanan maka BPMPP perlu menerapkan suatu sistem informasiyang dapat digunakan untuk meningkatkan kualitas layanan perijinan kepada masyarakat. Sistem informasi yang dirancangberbasis web dengan fitur SMS gateway yang digunakan untuk menyampaikan informasi proses layanan kepada pemohon. Model sistem divisulaisasikan kedalam bentuk diagram UML (Unified Modelling Language) serta menggunakan metode pengembangan perangkat lunak model prototype.Pengujian proses bisnis menggunakan lembar kuesioner yang ditujukan kepada petugas layanan dengan memilih jawaban yang menghasilkan jenis data yang berskala likert. Pemanfaatan teknologi web dan SMSgatewaypada sistem informasi ini diharapkan mampu menyelesaiakan permasalahan yang ada,memberikan kemudahan bagi petugas layanan dalam memproses pendaftaran perijinan, menyusun naskah dokumen ijin yang akan diterbitkan serta memberikan kepastian kepada pemohon tentang status proses dari perijinan yang sedang diajukanya.

The increasing of interest in investment in the country influences of the flow of economic growth. The government and their instance begin to improve their service quality. Now BPMPP (the investment coordinating board and licensing service) has the right to process 25 kinds of licensing service such as business license, permits building license (IMB), and Hinder Ordonantie. In the management of services there are several obstacles that make the service process does not run on time. In order to get the achievement of objectives which are assigned by standard operating procedure (SOP) of licensing service which is realization of the licensing service is easy, quick, accurate and transparent then provide the certainty time for completion of service then BPMPP need to apply an information system that can be used to increase the quality of licensing service to society. The information system which is designed based on web with feature of SMS Gateway that can be used to convey information of service process to the applicant. The system model is visualized in the diagram UML (unified modeling language) and it uses the method of development of the software of model prototype. The research of business process uses questionnaire that is addressed to service officer with multiple choices that produce of data which has liker scale. The utilization of technology of web and SMS gateway to this information system is expected can solve the problem, it can give easiness for the service officer in process of the license registration, compile of the document script license that will be published and give assurance to the applicant about the process status of the licensing which is submitted.
