ANALISIS KELAYAKAN RENCANA PENGEMBANGAN PRASARANA TRANSPORTASI PENYEBERANGAN DI WEDA KABUPATEN HALMAHERA TENGAH

Karakteristik geografis wilayah Maluku Utara yang terdiri dari pulau-pulau membutuhkan pergerakan antar pulau. Kebutuhan tersebut dapat dipenuhi antara lain dengan pengembangan lintasan penyeberangan, dimana salah satunya adalah lintas penyeberangan Weda-Patani-Gebe-Sorong. Prasana transportasi penyeberangan di Patani dan Gebe sudah berupa pelabuhan penyeberangan, sedangkan di Weda hanya berupa prasarana bongkar muat sementara dengan kondisi yang tidak layak dan tidak aman. Berdasarkan kondisi yang ada, maka direncanakan adanya pengembangan prasarana transportasi penyeberangan di Weda berupa pelabuhan penyeberangan seperti halnya di Patani maupun di Gebe. Dalam hal ini perlu dilakukan analisis kelayakan untuk mengetahui kelayakan pelaksanaannya. Pada penelitian ini, aspek kelayakan teknis yang ditinjau terhadap desain Pelabuhan Penyeberangan Weda meliputi tipe dan elevasi dermaga, kedalaman dan lebar alur pelayaran, ukuran dermaga serta luas dan kedalaman kolam pelabuhan. Aspek kelayakan ekonomi adalah dari sisi finansial, dengan menggunakan metode Cost Benefit Analysis. Kelayakan dari sudut kepuasan pengguna jasa penyeberangan dilakukan berdasarkan dimensi Service Quality, melalui analisis deskriptif, analisis gap dan analisis metode Importance Performance Analysis (IPA). Hasil penelitian menunjukkan bahwa desain Pelabuhan Penyeberangan Weda yang telah dibuat pada Tahun 2012, layak secara teknis digunakan sebagai desain rencana pengembangan. Nilai NPV sebesar 7.400.440.970 dengan discount rate 7,5 (NPV>0), nilai BCR sebesar 1,093 (BCR>1) dan nilai IRR sebesar 11,28% (IRR>7,5%), menunjukkan bahwa rencana pengembangan layak secara ekonomi untuk dilaksanakan. Pelayanan transportasi penyeberangan yang ada saat ini di Weda belum dapat memuaskan pengguna jasa. Dari hasil analisis kepuasan pengguna jasa diketahui bahwa rencana pengembangan layak untuk dilaksanakan.

Movement among islands in a region like North Maluku which consists of many islands is required. The need can be met such as by developing ferry ways, one of which is the ferry way in Weda-Patani-Gebe-Sorong route. The ferry transport infrastructure in Patani and Gabe is a port while in Weda, there is only a temporary loading and unloading insfrastructure with inadequate and unsafe condition. Therefore, a ferry transport infrastructure development in the form of a port is planned to build in Weda, like what has been built in Patani and Gebe. In this case, a feasibility analysis to implement the plan is required. In this study, technical feasibility aspects that need to be observed in order to plan the design of the Weda Ferry Port consists of the type and elevation of the pier, depth and width of the water ways, size of the pier and also width and depth of the pool. An economic feasibility aspect from the financial side is considered by using the Cost Benefit Analysis method. The feasibility from the passenger's satisfaction side is determined based on the Service Quality dimension, through descriptive, gap, and Importance Performance Analysis (IPA) analyses. The results show that the design of the Weda Ferry Port that has been made in 2012 is technically feasible to be used as the development plan design. The NPV value of 7.400.440.970 with a discount rate of 7.5 (NPV>0), the BCR value of 1,093 (BCR>1) and the IRR value of 11,28% (IRR>7,5%) indicate that the development plan is economically viable. The ferry transport service in Weda now has not been able to satisfy the passengers. Based on the analysis of the passenger's satisfaction, it is concluded that the development plan is feasible to conduct.
