Tema dari Kegiatan Praktik Kerja Lapangan ini adalah peran Sekretariat DPRD DIY dalam pembuatan perda inisiatif Gubernur. Alasannya adalah untuk mengetahui peranan Sekretariat DPRD DIY dalam pembuatan Perda inisiatif Gubernur baik dari proses perencanaan hingga proses pengundangan, serta memahami proses dalam pembuatan Perda inisiatif Gubernur. Pelaksanaan Kegiatan Praktik Kerja Lapangan ini bertujuan agar memenuhi syarat utama untuk dapat lulus dari program D3 Hukum serta mengetahui tugas, fungsi, serta peran dari Sekretariat DPRD DIY terkait pembuatan Perda inisiatif Gubernur. Sedangkan manfaat dari Kegiatan Praktik Kerja Lapangan ini antara lain, mengetahui tahap-tahap yang harus dilalui dalam pembuatan Perda dan mengetahui peran penting Sekretariat DPRD DIY dalam pembuatan Perda inisiatif Gubernur. Sekretariat DPRD DIY tetap memiliki peranan penting dalam proses pembuatan Perda inisiatif Gubernur. Meskipun Sekretariat DPRD DIY memiliki fungsi utama memfasilitasi DPRD DIY, namun dalam proses pembuatan Perda inisiatif Gubernur tetap melibatkan DPRD DIY. Namun demikian Sekretariat DPRD DIY tidak berperan dalam keseluruhan proses Pembuatan Perda inisiatif Gubernur tersebut.

The theme of this field practical work is the function of Secretariat which belongs to Regional Representative Council of Special Region of Yogyakarta. The purposes of this report are not only for knowing the function of secretariat in the regional regulation making by Governor initiative as well as the planning and the legitimation process but also understanding the process in the regional regulation making based on the Governor initiative. As the requirement for Law Diploma graduation, the field practical work is accomplished to learn the work, function, and role of the Secretariat of Regional Representative Council Special Region of Yogyakarta especially in the making of regional regulation. Further benefits of this work are knowing the steps of regional regulation making and the important role of the secretariat on it. The secretariat still hold the important role in regional regulation making. Although the secretariat facilitated the council, however in the making process, the secretariat still involved. However, they are not wholly functioning on it.
