Konsep Restorasi Sungai Cheonggyecheon di Seoul, Korea Selatan

Pertumbuhan ekonomi untuk meningkatkan pendapatan membuat pertumbuhan infrastruktur untuk mendukung kegiatan ekonomi, termasuk pembangunan infrastruktur jalan. Salah satunya adalah pembangunan jalan layang yang ada di atas sungai Cheonggyecheon, Seoul. Seiring waktu infrastruktur tersebut mengalami penurunan kualitas sehingga mengancam keselamatan penduduk. Pemerintah Kota Metropolitan Seoul kemudian merubuhkan jalan layang tersebut dan merestorasi Cheonggyecheon sebagai restorasi sungai serta sejarah dan kebudayaan. Berangkat dari hal itu, penelitian ini ingin mengetahui konsep restorasi sungai Cheonggyecheon dilaksanakan serta dampak terhadap kawasan di sekitarnya. Penelitian ini menggunakan metode Content Analysis dan menggunakan paradigma rasionalistik. Pengamatan dilakukan pada dokumen-dokumen dan kebijakan-kebijakan terkait dengan restorasi Cheonggyecheon sesuai dengan metode analisis yang digunakan peneliti. Analisis dilakukan berdasarkan variabel-variabel penelitian yang disimpulkan dari konsep restorasi milik pemerintah kota metropolitan Seoul, yaitu sejarah, fisik, dan aktivitas budaya. Restorasi Cheonggyecheon merupakan sebuah proyek urban redevelopment yang mengatasnamakan restorasi sejarah dan kebudayaan. Dampak yang ditimbulkan kemudian selain dampak positif juga terjadi dampak negatif.

Economic growth to raise a country's revenue consistent with infrastructure developments to support economic activities, including road infrastructure development. One of which is overpass construction above Cheonggyecheon stream, Seoul. As time goes by its quality had been declining and endanger citizen's safety. Seoul Metropolitan Government then demolished the overpass and did Cheonggyecheon restoration as history and culture restoration. Coming from this fact, the objective of this research is to find how the concept of Cheonggyecheon stream restoration done by the government and its outcome to the surrounding areas. This research using Content Analysis method and using rasionalistic paradigm as the approach to analyze. The observation is conducted on documents and policies related to Cheonggyecheon stream restoration in accordance with analyze method that used by researcher. Analysis is conducted based on research variables which simplified from restoration concept belongs to Seoul Metropolitan Government, which is history, physical, and cultural activity. Cheonggyecheon restoration is an urban redevelopment project which emphasizes on cultural and history restoration. The outcome of this project aside of its positive outcome but also negative outcome.
