Menghitung potensi retribusi kebersihan dengan menggunakan data potensi pajak bumi dan bangunan di Kota Sukabumi

Penelitian ini bertujuan untuk menghltung potensi retribusi kebersihan dan menganalisis efektivitas dan efisiensi pemungutan retribusi kebersihan di Kota Sukabumi periode 1995’1 996- 1998/1999. Di samping itu, penelitian ini juga mengidentifikasi rata-rata pertumbuhan retribusi kebersihan di kota tersebut untuk periode yang sama. Data yang lgunakan dalam penelitian ini adalah data sekunder yang lperoleh dari Dispenda, bappeda, Dinas Kebersihan, Dinas Pariwisata, Dinas Perdagangan dan Industri, dan Kantor Pelayanan PBB Kota Sukabumi. Metode analisis yang digunakan dalam penelitian ini adalah analisis potensi, analisis efisiensi, analisis efektivitas, dan analisis pertumbuhan. Hasil penelitian ini menunjukan bahwa potensi retribusi kebersihan l kota Sukabumi tahun 2000 sangat besar, yaitu Rp 935.271.000; Efektivitas pemungutanretribusi kebersihan masih rendah, yaitu 17%. Efisiensi pemungutan retribusi kebersihan juga masih rendah, yaitu 19%. Rata-rata pertumbuhan retribusi kebersihan periode 1995/1996-1998/1999, sebesar 16,96%.

This research attempt to count the potency of the cleaning retribution and alalyze the effectiveness and efficiency of the collection of the cleaning retribution in Sukabumi City for the period of 1995/1996 - 1998/1999. In addition, th~rse search also identifies the average growth of the cleaning retribution in this city for the same period. The data used in this research are secondary data obtained from the Regional Income Development Planning Board, the Cleaning Service Board, the Tourism Board, the Trade and Industry Board, and Property Tax Office, of Sukabumi Municipality. The analysis methods applied in ths research are potency analysis, efficiency analysis, effectiveness analysis, and growth analysis. The findmgs of th~s research indxate that the potency of the cleaning 935.271.000 was low, namely 17%. The efficiency of the collection of the cleaning retribution was also low, namely 19%. The average growth of the cleaning retribution was. retribution in Sukabumi Municipality for the 2000& was very high, namely RP.
