Potensi retribusi parkir sebagai salah satu sumber pendapatan asli daerah Kabupaten Pacitan

Penelitian ini bertujuan untuk menghitung potensi retribusi parkir di Kabupaten Pacitan selama periode tahun anggaran 1995/1996 sampai dengan tahun anggaran 1999/2000. Pada penelitian ini dianalisis pula mengenai efektivitas dan efisiensi penerimaan retribusi parkir di Kabupaten Pacitan selama periode tersebut. Di samping itu penelitian ini juga mengidentifikasi kebijakan-kebijakan yang berhubungan dengan upaya peningkatan penerimaan retribusi parkir di daerah ini. Data yang digunakan dalam penelitian ini adalah data sekunder dan primer yang diperoleh dari Cabang Dinas Pendapatan Daerah Propinsi Jawa Timur di Pacitan, DLLAJD Kabupaten Pacitan, Dipenda Kabupaten Pacitan dan Bagian Keuangan Setda Kabupaten Pacitan. Metode analisis yang digunakan untuk menghitung potensi pada penelitian ini didasarkan pada informasi jumlah kendaraan bermotor, rata-rata kendaraan bermotor parkir dan tarif retribusi yang dikenakan. Di samping itu pada penelitian ini digunakan alat analisis efisiensi dan efektivitas serta analisis SWOT. Hasil analisis menunjukkan bahwa : (1) potensi retribusi parkir di Kabupaten Pacitan selalu meningkat setiap tahunnya, (2) realisasi penerimaan retribusi parkir masih jauh dari potensinya, (3) efektivitas penerimaan retribusi parkir masih rendah yaitu rata-rata sebesar 56,65% pertahun, (4) efisiensi penerimaan retribusi parkir masih belum efisien yaitu rata-rata sebesar 209,79% pertahun, (5) sistem pengawasan masih belum optimal, (6) jumlah personil masih belum memadai, (7) dukungan sarana dan prasarana masih kurang.

This research attempts to analyze the potency of parking retribution in the Regency of Pacitan for the period of 1995/1996 — 1999/2000. In addition, this research also identifies the effectiveness and efficiency of the revenue from parking retribution and the policies concerning the improvement of the revenue from parking retribution in this regency. The data used in this research are primary and secondary data obtained from the Branch Office of the Regional Income Board of the Province of East Java in Pacitan, the Regional Transportation Board, the Regional Income Board, and the Financial Bureau of the Regional Secretariat of the region. The analysis method is based on the information of the number of vehicles, the average number of parking vehicles, and the retribution tariff. The analysis methods applied in this research are efficiency analysis, effectiveness analysis, and SWOT analysis. The findings of this research indicate that the potency of parking retribution in the Regency of Pacitan always increases every year but the realization of revenue from parking retribution is still far below its potency. The effectiveness of the revenue from parking retribution is still low, namely 56.65% per annum on the average and the efficiency of the revenue from parking retribution is not good, namely 209.79% per annum on the average. The control system is not optimal yet, the number of personnels is not sufficient, and the infrastructure support is not enough yet.
