That it because the system is already operating governor of approximately 33 years since 1982 to the present. In addition, the component in it do not have a spare and is not found on the market. Due to this, PT. Pembangkitan Jawa Bali UP Brantas entrusting the governor system replacement in PT. Pembangkitan Jawa Bali UP Brantas Sub Unit PLTA Wlingi to PT. Teravisindo Sukses.

PT. Teravisindo Sukses merupakan perusahaan yang bergerak dalam bidang sistem kontrol dan instrumentasi dimana salah satu yang dikerjakannya adalah sistem kontrol Governor. Governor merupakan suatu sistem kontrol yang berfungsi untuk mengatur putaran pada turbin. Dengan adanya Governor, putaran turbin dapat diatur sesuai dengan kebutuhan. Tingkat keandalan dari sistem Governor PT. Pembangkitan Jawa Bali UP Brantas Sub Unit PLTA Wlingi sudah mengalami penurunan atau sistem Governor sudah tidak dapat bekerja dengan optimal. Hal tersebut dikarenakan sistem Governor sudah beroperasi kurang lebih 33 tahun yaitu dari tahun 1982 sampai sekarang. Selain itu, komponen-komponen yang ada didalamnya tidak mempunyai spare, dan sudah tidak ditemukan di pasaran. Dikarenakan hal tersebut, PT. Pembangkitan Jawa Bali UP Brantas mempercayakan penggantian (retrofit) sistem Governor di PT. Pembangkitan Jawa Bali UP Brantas Sub Unit PLTA Wlingi kepada PT. Teravisindo Sukses.
