The research of evaluation and analysis to income budget and regional expenditure (APBD) in Pontianak District. The problem, Why development expenditure less than routine expenditure in income budget and expenditure of Pontianak District, analyzing of variable routine expenditure and development expenditure (APBD) Pontianak District period 1997/1998-2002, collected from Region Development and planning Body, Finance and Regional assets Office, and Body of Statistical Central, with tools analysis as descriptive analysis, proportion analysis and growth calculate. The result of the research and analysis showing routine budget side as miscellaneous expenditure especially expenditure others, expenditure non others and unpredictable expenditure) during six year ago have high growth rate 156,78%, development expenditure specially labor force sector 228%, water resources and irrigation sector 208%, regional and residents 169,98%, however leading sectors as agriculture and forestry sector growth only 7,4%, industry sector 0,9% is development priority planned in Pontianak District. It is condition determine to organize expenditure to development non effective, cause target to social welfare and increasing income to people to pass ‘leading sector’ unreachable.
