Kinerja dan faktor-faktor yang mempengaruhi bagian laba Perusahaan Daerah Air Minum Kota Padang, 1988-2002

Penelitian ini bertujuan untuk mengetahui seberapa besar bagian laba PDAM yang disetorkan ke Pemda Kota Padang, mengetahul sejauh mana bagian taba PDAM dipengaruhi (Diet-) air terjual dan jumlah produksi, dan mengetahui faktor-faktor apa saja yang mempengaruhi bagian laba PDAM. Mengetahui faktor-faktor apa 5F:a yang mempengaruhi air terjual dan kinerja PDAM Kota Padang. Data yang digunakan dalam penelitian ini adalah data sekunder yaitu periode tahun 1988-2002 dari laporan audit independen, laporan keuangan, laporan produksi PDAM, APBD dari Bagian Keuanaan, dan data dari BPS Kota Padang serta data-data lain yang menunjang kelengkapan penelitian. Alat analisis yang digunakan adalah analisis kinerja PDAM berdasarkan Keputusan Menteri Dalam Negeri No. 47 Tahun 1999, dan analisis regresi berganda dengan menggunakan uji statistik. Klasifikasi kinerja Kepmendagri No. 47 Tahun 1999 masih longgar dan tidak sesual dengan situasi dan kondisi sekarang dibuat usulan klasifikasi kinerja. Hasil penelitian ini menunjukkan kontribusi bagian laba PDAM Kota Padang masih rendah, tidak .ada penaaruh positif air terjual dan produksi terhadap bagian laba, faktor-faktor yang mempengaruhi bagian laba PDAM adalah jumlah penduduk. den jurniah pelanggan. Faktor-faktor - yang mempengaruhi air terjual adalah faktor-faktor pendapatan per kapita harga berlaku, jumlah penduduk, jumlah pelangaan dan harga air Kinerja PDAM Kota Padang selama lima betas 1ahun, tingkat keberhasilan menurut Kepmendagri No.47 Tahun 1999 adalah tahun 1988 sampai dengan tahun 2001 tingkat keberhasilan "cukup" kecuali tahun 2002 "balk". Menurut usulan klasifikasi adalah tahun 1988-1990. tahun 1992, tahun 1997 dan tahun 2000 tingkat keberhasilan "tidak balk". Tahun 1991. tahun 1993-1996, tahun 1998-1999 dan tahun 2001 "kurang". Khusus tahun 2002 tingkat keberhasilan "cukup".

This research have purpose to know how much of the Region-Owned Clean Water Company (PDAM) that gave to District Government of Padang, to know how far of PDAM benefit influence by water selling and number of production knowing the factors that influence PDAM benefit. To know how far of water selling influence by income per capita factors of price prevail, -number of citizen. number customers and water price and the performance PDAM of Padang District. The data used in this research are time series data for the period of years in 1988-2002 from the independent audit report, financial report, production report from PDAM, Income and Expenditure District Budget (APBD) from Finance Departemen . and the data from the Central Bureau of Statistic (BPS) Padang District and also from another data that can help this research. The analysis methods applied in this research are performance analysis of PDAM based on the Decree of the Minester of Home Affairs No.47/1999, and multiple regression analysis using statistical test. The performance classification the Decree•of the Minester of Home Affairs No.47 11999 still have a weakness and noticompatible with the present condition and author gave suggestion for the performance Classification. The result showing benefit contribution PDAM is still low there -is no positive side effect from selling of water and production for benefit factor that influence the benefit PDAM is number of citizen, and number customers. Factors that influence the water selling is income per capita factors of price prevail, number of citizen, number customers and water price The performance of PDAM Padang District in fifteen years according on the Decree of the Minester of Home Affairs No.47/1999 that is in 1988 until 2001 level of succed is "enough" accept in 2002 is "good'. According to author suggestion is in 1988-1990,1992.1997 and 2000 level of succed not good". In 1991,1993-1996, 1998-1999 and in 2001 is "less". Especially in 2002 level of succed is "enough'.
