PENGENDALIAN WAKTU DAN BIAYA PROYEK THE WUJIL UNGARAN SEMARANG DENGAN METODE EARNED VALUE

Salah satu fungsi dan proses kegiatan dalam manajemen proyek yang sangat mempengaruhi hasil akhir proyek adalah pengendalian yang mempunyai tujuan utama meminimalisasi segala penyimpangan yang dapat terjadi selama berlangsungnya proyek. Oleh karena itu controlling terhadap waktu dan biaya sangat diperlukan.Untuk kepentingan tersebut, konsep earned valuedapat digunakan sebagai alat ukur kinerja yang mengintegrasikan antara aspek biaya dan aspek waktu. Analisa Earned Valueakan diterapkan pada proyek pembangunan Komplek The Wujil Ungaran Semarang, Jawa Tengah. Kinerja proyek dianalisa berdasarkan indeks performansi biaya dan waktu. Perhitungan didasarkanpada nilai Planned Value (PV), nilai Earned Value (EV), dan nilaiActual Cost (AC). Peninjauan kinerja proyek dilakukan mulai minggu ke-8 sampai dengan minggu ke-20 atau tanggal 4 Februari 2015 sampai 5 Mei 2015. Hasil analisa pada minggu ke-20 menunjukan bahwa biaya yang dianggarkan namun waktu pelaksanaan lebih lama dari jadwal rencana yang ditunjukan dengan nilai CPI = 7,87 (CPI > 1) menunjukan bahwa biaya yang telah dikeluarkan jauh dibawah anggaran yang direncanakan dan nilai SPI = 0,72 (SPI < 1) menunjukan bahwa proyek mengalami keterlambatan penyelesaian proyek. Hasil perhitungan prakiraan biaya akhir proyek sebesar Rp 54.170.188.721,00 dengan perkiraan waktu penyelesaian proyek 292 hari.

One of the functions and activity processes in project management that greatly affect the final result is a control which has the main purpose to minimize any deviations that may occur during the project. Therefore, controlling towards time and cost is needed. For this purpose, the concept of earned value can be used as a performance measurement tool that integrates the cost aspect and time aspect. Earned Value Analysis will be applied to complex construction projects The Wujil Ungaran Semarang, Central Java. Project performance is analyzed based on the cost and time performance index. Calculation is based on the value of Planned Value (PV), the value of Earned Value (EV), and the value of Actual Cost (AC). Project performance review conducted from week 8 to week 20 or dated February 4, 2015 until May 5, 2015. The results of the analysis at week 20 shows that the budgeted costs but longer execution time which been scheduled with value of CPI = 7.87 (CPI> 1) shows the costs have been incurred far below the planned budget and SPI value = 0.72 (SPI <1) shows the project has been delayed in completion of the project. Results of calculation of estimated project final cost is Rp 54,170,188,721.00 with an estimated time of project completion is 292 days.
