Penelitian sisa anggaran pembangunan bantuan Inpres Sekolah Dasar dan Inpres Sarana Kesehatan sampai saat ini belum banyak diteliti. Oleh sebab itu dalam penelitian ini ingin dilihat aspek keuangan daerah yang sumber dananya berasal dari Pemerintah atau Instansi yang Iebih tinggi diperuntukkan kepada Pemda Kabupaten Sorong, khususnya Bantuan Inpres SD dan Inpres Sarkes. Dengan harapan bantuan ini dapat meningkatkan pertumbuhan ekonomi dan kesejahteraan masyarakat. Penelitian ini bermaksud untuk mengetahui komponen-komponen yang dapat menyebabkan terjadinya sisa anggaran pembangunan Inpres Sekolah Dasar dan Inpres Sarana Kesehatan terhadap APBD rang selalu timbul setiap tahun anggaran. Hal ini dapat dilihat dari struktur kedua bantuan yang diberikan dari tahun ke tahun yaitu 1995/1996 sampai dengan 2001. Data yang digunakan adalah data primer dan sekunder. Data primer berupa wawancara langsung dengan staf senior Bagian Keuangan Kabupaten Sorong dan mantan bendaharawan Bantuan Inpres Sekolah Dasar dan bendaharawan Inpres bantuan Sarana Kesehatan. Dengan melakukan penelitian ini sisa kas dan UUDP pada perhitungan anggaran tahun lalu Inpres Sekolah Dasar dan Inpres Sarana Kesehatan tidak merupakan saldo tahun berikutnya, sejak tahun 1995/1996-1998/1999 dikembalikan ke negara, tetapi pada tahun selanjutnya merupakan saldo yang dapat digunakan untuk tahun berikutnya bagi proyek bersangkutan karena bantuan tersebut telah disalurkan di kas daerah. Dengan demikian hasil penelitian menunjukkan Inpres Sekolah Dasar dan Inpres Sarana Kesehatan kontribusi terhadap sisa Iebih perhitungan sisa kas 83,91 %, sisa UUDP 15,48% pada dua tahun terakhir, sedangkan lima tahun sebelumnya tidak memberikan sumbangan kepada daerah bagi pelaksanaan kegiatan lanjutan tetapi merupakan kewenangan pusat.

The study about the rest of budget of Inpres helping development in Primary School and Inpres of Health Facility until now have not been studied. Therefore, in this study, the writer wants to know the aspect of local financial, which its fund comes from Government or Instance which is higher. This fund is addressed to Local Government of Sorong Regency, especially Inpres Helping in Primary School and lnpres of Health Facility. By hoping that, this assistance can increase the economic growth and the society welfare. The aim of this study is to know the components which can cause the emergence of the rest of budget of Inpres helping development in Primary School and Inpres of Health Facility to APBD which always emerges in every budget year. It can be seen from the structure of both assistance which is given from year to year is 1995/1996 to 2001. This study uses primary and secondary data. Primary data is a direct interview to senior staff from the Financial Division in Sorong Regency and the former treasures of Inpres Helping in Primary School and treasures of helping in Health Facility. By doing this study, the rest of cash and UUDP on the accounting of the last budget year of Inpres in Primary School and lnpres of Health Facility are not the next year balance, since 1995/1996-1998/1999 is returned to the country, but the next year is a balance which can be used to the next year for the involved project because its assistance has been distributed in the local cash. So, the study result indicates that the contribution of Inpres in Primary School and Inpres of Health Facility toward the more rest of the accounting of the rest of cash is 83,91%, the rest of UUDP is 15,48% on the last two years, while before five years do not give the contribution to local in doing of the next activity, because it is the center authority.
