Penelitian ini bertujuan untuk menganalisis kinerja PDAM "Delta Tirta" Kabupaten Sidoarjo. Disamping itu penelitian ini juga mengetahui elastisitas PDRB per kapita rill terhadap laba rill PDAM dan faktor-faktor yang mempengaruhi penerimaan laba rill PDAM. Data yang digunakan dalam penelitian ini adalah data sekunder yaitu periode 1990 —1999 dari laporan audit independen, laporan kinerja, laporan produksi yang diperoleh dari PDAM "Delta Tirta" Kabupaten Sidoarjo dan PDRB per kapita dari BPS Sidoarjo. Alat analisis yang digunakan dalam penelitian ini adalah analisis kinerja PDAM berdasarkan Keputusan Menteri Dalam Negeri No. 47 Tahun 1999, analisis elastisitas dan analisis regresi berganda dengan menggunakan uji statistiK dan uji ekonometrika. Hasil penelitian ini menunjukkan kinerja PDAM "Delta Tirta" Kabupaten Sidoarjo selama sepuluh tahun, tingkat keberhasilannya mempunyai nilai "cukup" kecuali tahun 1993 dan 1995 mempunyai nilai "baik". Elastisitas PDRB per kapita rill terhadap laba rill PDAM sebesar 4,54. Faktor-faktor yang mempengaruhi laba nil PDAM adalah PDRB per kapita rill dan laba rill PDAM.

This research attempts to analyze the performance of the Region-owned Clean Water Company "Delta Tirta" (hereafter called PDAM "Delta Tirta") of the Regency of Sidoarjo. In addition, this research also identifies the elasticity of the real the Gross Regional Domestic Product ( GRDP) per capita on the real profit of PDAM "Delta Tirta" and the factors influencing the real profit of PDAM "Delta Tirta". The data used in this research are time series data for the period of 1990 -1999 consisting of the independent audit report, performance report, and production report obtained from PDAM "Delta Tirta" and GRDP per capita obtained from the Central Bureau of Statistics of the Recency of Sidoarjo. The analysis methods applied in this research are performance anlysis of PDAM based on the Decree of the Minister of Home Affairs No.47/1999, elasticity analysis, and multiple regression analysis using statistical test and econometric test. The findings of the research indicate that the performance of PDAM "Delta Tirta" of the Regency of Sidoarjo for the period of 10 years was "fair" except in 1993 and 1995 it was "good". The elasticity of the real GRDP per capita on the real profit of PDAM "Delta Tirta" is 4,54. The factors influencing the real profit of PDAM "Delta Tirta" are the real GRDP per capita and the real profit of PDAM.
