Kesiapan Penerapan Rekam Medis Elektronik di Instalasi Rawat Jalan RSUD Dr. H. Abdul Moeloek Provinsi Lampung

Latar Belakang : Penilaian kesiapan sebelum penerapan rekam medis elektronik (RME) penting dilakukan, karena membantu identifikasi proses dan skala prioritas, dan pembentukan fungsi operasional untuk mendukung optimalisasi penerapan RME. RSUD Dr.H. Abdul Moeloek sudah menerapkan SIMRS. Hal ini membuka kesempatan untuk pengembangan sistem informasinya dengan implementasi RME. Untuk itu diperlukan analisa kesiapan penerapan RME secara menyeluruh. Tujuan : untuk mengeksplorasi bagaimana kesiapan penerapan RME di RSUD Dr.H. Abdul Moeloek Provinsi Lampung. Metode : Penelitian ini adalah penelitian kualitatif dengan rancangan studi kasus. Data dikumpulkan dengan wawancara mendalam kepada pengambil keputusan dan pengguna RME di instalasi rawat jalan, observasi, dan telaah dokumen. Analisa kesiapan menggunakan EHR Readiness Starter Assessment dari DOQ-IT. Hasil : Kesiapan sumber daya manusia untuk penerapan RME di RSUD Dr. H. Abdul Moeloek berada pada range I, mengindikasikan belum ada pemahaman yang kuat tentang RME dan manfaatnya. Sumber daya manusia dibidang teknologi informasi masih sangat kurang, dan sebagian besar petugas belum memiliki pengetahuan mengenai RME. Budaya kerja organisasi berada pada range II, mengindikasikan bahwa telah ada pemahaman akan adanya perubahan budaya kerja organisasi bila RME diterapkan. Ada kecenderungan untuk menerima dan mendukung apabila RME di aplikasikan. Tata kelola dan kepemimpinan berada pada range II, mengindikasikan bahwa telah ada pemahaman tentang nilai RME terkait strategi dan dukungan manajemen TI. Pengambil keputusan berkomitmen terhadap penerapan RME. Infrastruktur berada pada range III, mengindikasikan bahwa kapasitas teknologi informasi cukup kuat dan kemungkinan untuk berhasil dalam adopsi RME cukup tinggi. Dari sisi perangkat teknologi, dengan adanya kerjasama operasional, RSUD Dr. H. Abdul Moeloek sudah siap untuk penerapan RME. Kesimpulan : Secara keseluruhan, kesiapan RSUD Dr. H. Abdul Moeloek untuk penerapan RME berada pada range II. Dengan skor 66 dari maksimal skor 145. Ini menunjukkan bahwa RSUD Dr. H. Abdul Moeloek Provinsi Lampung Cukup Siap untuk Penerapan Rekam Medis Elektronik.

Background: Assessment of readiness before the adoption of electronic medical records (EMR) is important, because it helps the identification process and priorities, and the establishment of operational functions to support the optimization of the application of EMR. RSUD Dr. H. Abdul Moeloek already implementing SIMRS. This opens up opportunities for the development of information systems to the implementation of EMR. It is necessary for the analysis of the implementation of EMR overall readiness. Objective: to explore the readiness of the implementation of EMR in RSUD Dr.H. Abdul Moeloek Provinsi Lampung. Methods: This study is a qualitative research with case study design. Data were collected by in-depth interviews to the decision makers and users of RME in outpatient installation, observation and document analysis. Readiness analysis using EHR Readiness Assessment from DOQ-IT. Results: Readiness of human resources for the implementation of EMR in RSUD Dr. H. Abdul Moeloek be in the range I, indicated no firm understanding of EMR and its benefits. Human resources in the field of information technology is still lacking, and most officers do not yet have knowledge of EMR. Cultural organizations are working on the second range, indicating that there has been an understanding of the organization's work cultures change when RME applied. There is a tendency to accept and support the EMR if applicable. Governance and leadership are in the range II, indicating that there has been an understanding of the value of EMR related to strategy and IT management support. Decision makers committed to the application of EMR. Infrastructure is in the range III, indicating that the capacity of information technology is quite strong and likely to succeed in the adoption of RME is quite high. In terms of technological devices, with the operational cooperation, RSUD Dr. H. Abdul Moeloek ready for the application of EMR. Conclusion: Overall, the readiness Dr. H. Abdul Moeloek hospital for the implementation of EMR that are in range II. With a score of 66 out of a maximum score of 145. This shows that the RSUD Dr. H. Abdul Moeloek Provinsi Lampung Quite Ready for EMR Implementation.
