Pertumbuhan ekonomi dan pergeseran kesempatan kerja di Kabupaten Jeneponto Provinsi Sulawesi Selatan Tahun 1993-2000

Penelitian ini bertujuan untuk mengetahui pertumbuhan ekonomi serta pengaruhnya terhadap penyerapan tenaga kerja di Kabupaten Jeneponto tahun 1993-2000. Data yang digunakan adalah Produk Domestik Regional Bruto (PDRB) Kabupaten Jeneponto dan jumlah penduduk berusia 10 tahun ke atas yang bekerja seminggu yang lalu menurut lapangan usaha, baik di Kabupaten Jeneponto maupun di Provinsi Sulawesi Selatan. Data tersebut merupakan hasil Survey Sosial Ekonomi Nasional (Susenas) Provinsi Sulawesi Selatan. Analisis Location Quotient (LQ) digunakan untuk mengetahui sektor yang unggul dalam menyediakan kesempatan kerja dan arah pergeserannya, sedang analisis Shift-Share digunakan untuk mengetahui komponen-komponen yang mempengaruhi perubahan kesempatan kerja. Untuk mengetahui nilai rasio pertumbuhan daerah dibandingkan dengan daerah yang lebih luas digunakan analisis Model Rasio Pertumbuhan, sedang untuk mengetahui pengaruh pertumbuhan ekonomi terhadap kesempatan kerja adalah dengan menghitung produktivitas tenaga kerja dan elastisitas kesempatan kerja untuk melihat deskripsi kegiatan ekonomi yang potensial berdasarkan kriteria pertumbuhan dan kontribusi, digunakan analisis Overlay. Hasil analisis menunjukkan bahwa laju pertumbuhan tenaga kerja Kabupaten Jeneponto dari tahun 1993-2000 rata-rata sebesar 7.23 persen, meningkat lebih besar dibanding rata-rata laju pertumbuhan tenaga kerja Provinsi Sulawesi Selatan yang hanya sebesar 1.38 persen. Selama kurun waktu penelitian ditemukan bahwa sektor pertanian memberikan kontribusi terbesar terhadap kesempatan kerja yakni rata-rata 73.74 persen, namun dengan tingkat produktivitas terrendah yakni rata-rata 1.25, sedang produktivitas tertinggi dicapai oleh sektor keuangan, sewa bangunan dan jasa perusahaan yakni rata-rata 18.35. Dari sisi pertumbuhan, sektor industri pengolahan menunjukkan pertumbuhan terbesar dalam menyediakan kesempatan kerja yakni rata-rata sebesar 22.37 persen. Sektor pengangkutan dan komunikasi menunjukkan tingkat elastisitas kesempatan kerja tertinggi yakni rata-rata 22.01. Hal ini menunjukkan kecenderungan pergeseran penyerapan kesempatan kerja di Kabupaten Jeneponto dari kelompok sektor pertanian ke kelompok sektor jasa dan industri.

The research aims at knowing the economic growth and the influence to the labor absorption in Jeneponto Regency for 1993-2000. Data used was the Gross Regional Domestic Product (DRDP) of Jeneponto Regency and total 10-year old population or above working last a week according to the business fields, either in Jeneponto Regency or South Sulawesi Province. The data was the National Economic Social Survey (Susenas) of South Sulawesi Province collected from the South Sulawesi Province Statistic Office. The Location Quotient (LQ) analysis is used for knowing the prominent sectors in providing employment and the movement direction, while the Shift-Share analysis is used to know the influential components to change of working opportunity. To know the regional growth ration value than those of wider regions is used Growth Ration Model Analysis, while to know the economic growth influence to the labors opportunities is by assessing labor productivity and working opportunity elasticity. To see the potential economy activity description based on the growth criteria and contribution are used the overlay analysis. The results of the analysis show that the labor growth rate in Jeneponto regency in the period or 1993-2000 is 7.23 percent on average and higher than that of South Sulawesi, representing only 1.38 percent on average. In the period of study it is found that the agricultural sector gives the biggest contribution to the employment of 73.74 on average but with the lowest productivity rate of 1.25 on average, while the highest productivity rate is 18.35. Considering the growth, the highest growth rate of the processing industry provides the employment of 22.37 percent on average. The transportation and communication sectors show the elasticity rate in the employment, 22.01. It shows the tendency of the shifting labor absorption in Jeneponto regency, especially in the agricultural sector of the service and industrial sectors.
