Identifikasi kecamatan unggulan dan prioritas pembangunan di Kabupaten Gunungkidul, 1999-2001

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis sektor-sektor unggulan setiap kecamatan di Kabupaten Gunungkidul; sehingga dapat diketahui potensi masing-masing kecamatan dan ditentukan "kecamatan unggulan di Kabupaten Gunungkidul. Di samping itu penelitian ini juga untuk mengevaluasi prioritas pembangunan yang telah dilakukan oleh Pemerintah Kabupaten Gunungkidul terhadap kecamatan-kecamatan unggulan. Data yang digunakan dalam penelitian ini adalah data sekunder berupa data Produk Domestik Regional Bruto Kabupaten Gunungkidul, data Produk Domestik Regional Bruto Kecamatan-kecamatan di Kabupaten Gunungkidul, data Kabupaten Gunungkidul Dalam Angka, Laporan Kegiatan Pembangunan di Kabupaten Gunungkidul, serta data primer berupa hasil pengamatan langsung di lapangan. Data tersebut diperoleh dari Kantor Statistik Kabupaten Gunungkidul dan Kantor Badan Perencanaan Pembangunan Daerah Kabupaten Gunungkidul. Alat analisis yang digunakan adalah Location Quotient (LQ), Model Rasio Pertumbuhan (MRP), Shift-Share Modifikasi Arcelus, Overlay, SWOT, dan Deskriptif. Hasil penelitian menunjukkan bahwa selama periode penelitian tahun 1999-2001 PDRB Kabupaten dan Kecamatan selalu mengalami kenaikan; dan dan lima betas kecamatan yang ada di Kabupaten Gunungkidul terdapat sektor-sektor unggulan yang berbeda-beda di setiap kecamatan. Tiga kecamatan yang dikategorikan sebagai kecamatan unggulan dalam penelitian ini adalah peringkat pertarna Kecamatan Wonosari, peringkat kedua Kecamatan Ponjong, dan peringkat ketiga Kecamatan Playen. Setelah dilakukan Analisis SWOT untuk mempertajam kajian terhadap kecamatan unggulan, temyata peringkatnya .berubah, yaitu peringkat pertama Kecamatan Wonosari, peringkat kedua Kecamatan Playen, dan peringkat ketiga Kecamatan Ponjong. Prioritas pembangunan terhadap kecamatan unggulan belum sesuai, karena di samping program-program masih bersifat lintas sektoral juga belum mempertimbangkan analisis ekonomi yaitu dengan melihat keunggulan sektor-sektor ekonomi potensial kecamatan.

The research is one of the aims of identify and analysis for superiority sectors for each subdistrict in Regency of Gunungkidul; therefore, can find the potential in subdistrict and special for "most subdistrict" in Regency of Gunungkidul. Beside that the research also using for the evaluation some priority development, which have been doing by Regency of Government Gunungkidul faced the most subdistricts. The data that used in the research is secondary data have the shape of Gross Regional Domestic Product Regency of Gunungkidul, the data Gross Regional Domestic Product Subdistricts in Regency of Gunungkidul, data in Regency of Gunungkidul in Value, report of activity development in Regency of Gunungkidul, also primary data have the shape of the result supervision the field. That data gained from the officer of Statistic Regency of Gunungkidul and the officer of Committee Planning the Development Region in Regency of Gunungkidul. The tools analysis using are Location Quotient (LQ), Growth Model Ratio (GMR), Shift-Share Arcelus Modification, Overlay, SWOT, and Descriptive. The result of researches showing that the period of the research during 1999-2001 GRDP Regency and the Subdistricts always increase; and from fifteen subdistricts in Regency of Gunungkidul there are different the most sectors in each subdistrict. Three of subdistrict, which have category in the most subdistrict in this research are Subdistrict of Wonosari for first level, second place for Subdistrict of Ponjong, and third place for Subdistrict of Playen. After doing SWOT analysis to exacerbate knowledge to superiority of subdistrict, found that the level was changed, for first place is Subdistrict of Wonosari, second place is Subdistrict of Playen, and the third level is Subdistrict of Ponjong. The development priority concerning the most subdistrict not yet suitability, due to beside the programs still have the characteristics move cross-sectored, also not yet consider in economic analysis with seeing superiority sectors of potential subdistrict economic.
