Ketergantungan keuangan Propinsi Naggroe Aceh Darussalam (NAD) :: Studi kasus Kabupaten Aceh Tengah sebelum otonomi umum, saat otonomi umum dan saat otonomi khusus

Penelitian ini bertujuan untuk mengetahui apakah ada perbedaan derajat otonomi fiskal dan tingkat ketergantungan daerah Propinsi Nanggroe Aceh Darussalam antara periode sebelum otonomi, pada saat otonomi umum dan pada saat otonomi khusus. Adapun wilayah yang dijadikan obyek penelitian adalah wilayah Kabupaten Aceh Tengah. Data yang digunakan dalam penelitian ini adalah data sekunder runtun waktu (time series) berupa data realisasi penerimaan dan pengeluaran, data pendapatan asli daerah, data total penerimaan daerah Kabupaten Aceh Tengah Tahun anggaran 1997/1998 — 2002. Adapun data tahun 2002 adalah data sampai dengan tanggal 31 Agustus 2002. Data tersebut diperoleh dari Badan Pusat Statistik Propinsi Nanggroe Aceh Darussalam dan Aceh Tengah serta dari Baglan Keuangan Setda Kabupaten Aceh Tengah. Alat analisis yang digunakan dalam penelitian ini adalah derajat otonomi fiskal, rasio ketergantungan, dan diakhiri dengan uji ANOVA. Hasil penelitian menunjukkan bahwa derajat otonomi fiskal dilihat dari daya dukung pendapatan ash daerah Kabupaten Aceh Tengah secara rata-rata sebelum adanya otonomi sebesar 3,08%; pada waktu otonomi umum 1,57% dan pada waktu otonomi khusus 1,88%. Derajat otonomi fiskal dilihat dari daya dukung Bagi hasil pajak/bukan pajak Kabupaten Aceh Tengah secara rata-rata sebelum adanya otonomi sebesar 8,21%; pada waktu otonomi umum 14,38% dan pada waktu otonomi khusus 13,65%. Derajat Otonomi Fiskal dilihat dari 'daya dukung pendapatan asli daerah dan bagi hasil pajakfbukan pajak Kabupaten Aceh Tengah secara rata-rata sebelum adanya otonomi sebesar 11,29%; pada waktu otonomi umum 15,95 dan pada waktu otonomi khusus 15,53%. Tingkat rasio ketergantungan menunjukkan bahwa sebelum otonomi adalah sebesar 84,2675%, pada waktu otonomi umum sebesar 78,42% dan pada waktu otonomi khusus sebesar 72,14%. Dari basil uji ANOVA menunjukkan bahwa tidak ada beda nyata dalam derajat otonomi maupun tingkat ketergantungan antara periode sebelum otonomi, pada waktu otonomi umum, dan pada waktu otonomi khusus.

This research attempts to analyze whether there's a significant difference in terms of Fiscal Autonomy Level and the Dependency Ratio in the periods before autonomy, in general autonomy, and in the period of special autonomy in Nanggroe Aceh Darussalam. The object of this research is the District of Central Aceh. The data used in the research are time series data (secondary data consisting of the income and expenditure realization, Original Regional Income, and the total income of the District of Central Aceh. Specifically, for the year 2000 data, it was the data until August 31, 2000. These data was obtained from central board of Statistics District of Central Aceh and the Province of Nanggroe Aceh Darussalam. The analysis methods applied in this research are Fiscal Autonomy Level, Dependency Ratio; and Analysis of Variance test. The findings of this research indicated that the Fiscal Autonomy Level in terms of the Average Original Regional Income of the District of Central Aceh in the period before autonomy was 3.08%, in the period of general autonomy was 1,57%, and in the period of special autonomy was 1,88%. The Fiscal Autonomy Level in terms of the Average Tax/Non Tax Income Division of the District of Central Aceh in the period before autonomy was 8.21 %, in the period of general autonomy was 14.38%, and in the period of special autonomy was 13.65%. The Fiscal Autonomy Level in terms of the Average Original Regional Income plus Tax/Non Tax Income Division of the District of Central Aceh in the period before autonomy was 11.29%, in the period of general autonomy was 15.95%, and in the period of special autonomy was 15.53%. The average Dependency Ratio in the period before autonomy was 84.27%, in the period of general autonomy was 78.42%, and in the period of special autonomy was 72.14%. The ANOVA test showed that there's no significant difference in terms of the Fiscal Autonomy Level and the Dependency Ratio in the period before autonomy, general autonomy, and special autonomy.
