Masalah penyediaan air bersih bagi masyarakat perdesaan merupakan hal yang sangat krusial. Dewasa ini, sebagian besar masyarakat perdesaan di Indonesia belum mendapatkan layanan air bersih yang memadai, demikian pula yang terjadi di Kabupaten Kulon Progo, DI Yogyakarta. Sebagai penyedia jasa publik, PDAM Kabupaten Kulon Progo mengalami kerugian finansial, untuk itu perlu ditemukan justifikasi akademik atas dipertahankannya perusahaan daerah ini. Salah satunya adalah dengan meneliti nilai (value) kuantitatif riil yang diterima masyarakat pelanggan air bersih sehubungan dengan dibangunnya instalasi air bersih. Cara yang dapat dilakukan adalah dengan menghitung manfaat sosial (social benefit), dan kelayakan ekonomi proyek. Dengan demikian akan dapat ditemukan manfaat ekonomi total (total economic benefit) atas keberadaan IAB Waduk Sermo di Kabupaten Kulon Progo. Dengan menggunakan alat analisis traveling cost saving, opportunity cost, dan benefit-cost analysis, maka dapat diketahui secara lebih akurat tentang ekonomi total (total economic benefit) atas keberadaan IAB Waduk Sermo di Kabupaten Kulon Progo. Dari hasil perhitungan diketahui bahwa masih terdapat manfaat tidak langsung berupa penghematan biaya hidup dan opportunity cost yang dirasakan masyarakat akibat disediakannya air bersih. Dad analisis internal rate of return (IRR) ditemukan bahwa IRR pembangunan instalasi air bersih Waduk Sermo relatif rendah. Dari analisis manfaat-biaya (B/C analysis) ditemukan bahwa secara ekonomis pembangunan instalasi air bersih Waduk Sermo layak bersyarat.

Problem of fresh water supply for rural community is very crucial. Today, the majority of rural community in Indonesia have not been provided with appropriate fresh water, as this happens in Kulon Progo Regency, Yogyakarta Special Province. Being public service provider, PDAM (Municipal Waterworks) of Kulon Progo suffers from financial losses. For this reason, it is deemed necessary to find any academic justification to the existence of this local company by investigating the really quantitative value received by consumers in relation with the establishment of fresh water installation. The way to do this is by calculating social benefits, feasibility of economic project, and community's willingness to pay for the water supplied by PDAM. This will result in the findings of total economic benefits of the existence of IAB Waduk Sermo in Kulon Progo Regency. The utilization of such analysis tools as traveling cost saving, opportunity cost, and benefit-cost analysis will lead to the great accuracy of total economic benefits over of the existence of Waduk Sermo's water installation unit in Kulon Progo Regency. Results of the calculation indicate that there are indirect benefits in favour of the community in the form of living cost efficiency as a result of fresh water supplied. By analysing internal rate of return (IRR), it is found that IRR of the water installation unit of Waduk Sermo is low. From B/C analysis, it is found that in terms of developmental economy, the installation is feasible by condition.
