ESEMKA AND INDONESIAN AUTOMOBILE INDUSTRY

Pada awal tahun 2012, munculnya kembali diskusi mengenai proyek mobil nasional melalui peluncuran mobil Esemka di Surakarta berhasil membawa perdebatan diantara masyarakat Indonesia. Namun, pemerintah Indonesia telah membuat kebijakan yang tidak akan mengejar realisasi proyek mobil nasional dengan mengikuti tren terbaru dari industri otomotif: mengintegrasikan ke jaringan produksi global. Tesis ini bertujuan untuk menganalisis masalah dan prospek pengembangan Esemka di Indonesia dalam konteks perubahan industri otomotif dalam perspektif global value chain. Tesis ini berargumentasi kuat bahwa integrasi industri otomotif telah memiliki andil besar dalam berkurangnya peran pemerintah sehingga mengubah konteks industri otomotif sebagai industri nasional menjadi sebuah industri global. Oleh karena itu, Esemka tidak boleh hanya mengandalkan dukungan pemerintah untuk kemajuan rencana pengembangannya.

On the beginning of 2012, the re-emergence of national car project through the launching of Esemka in Surakarta managed to bring a huge fuss to the public in Indonesia. However, the Indonesian government has set up a policy where it is most likely would not pursue national car project, following the recent trend of automobile industry: integrating to the global production network. This thesis is aimed to analyse the problems and prospect of Esemka development in Indonesia within the changing context of automobile industry in the perspective of global value chain. It argues strongly that the integration of automobile industry has diminished government���¢�¯�¿�½�¯�¿�½s role thus changing the context of automobile industry as national industry into global industry. Hence, Esemka should not rely solely on government support for the advancement of its development plan.
