Analisis keterkaitan sektor tersier terhadap sektor-sektor ekonomi daerah Jawa Timur :: Analisis input-output 1994

Penelitian ini bertujuan untuk mengukur dan menganalisis ketcrkaitan antara sektor tersier dengan sektor-sektor ekonomi daerah Jawa Timur, dampak pengembangan sektor tersier terhadap sektor-sektor ekonomi daerah Jawa Timur, dampak pengembangan sektor-sekto; ekonomi daerah terhadap sektor tersier di Jawa Timur dan untuk mengetahui angka pengganda output sektor-sektor ekonomi daerah terhadap sektor tersier di Jawa Timur. Hasil penelitian diharapkan berguna bagi Pemerintah Daerah dalam menyusun rencana pengembangan sektor tersier di Propinsi Jawa Timur. Data yang digunakan adalah data sekunder, terutama dari tabel inputoutput Jawa Timur tahun 1994 yang diperoleh dari Badan Pusat Statistik Propinsi Jawa Timur. Masalah-masalah dalam penelitian ini dianalisis dengan model input-output. Dari penelitian diperoleh hasil bahwa sektor tersier di Propinsi Jawa Timur mempunyai keterkaitan ke belakang dan keterkaitan ke depan yang kuat dengan sektor-sektor yang terrnasuk dalam kelompok sektor tersier itu sendiri, sedangkan terhadap sektor- sektor di luar sektor tersier, keterkaitannya lemah (kecuali terhadap sektor industri lainnya yang mempunyai keterkaitan ke depan di atas rata-rata). Kesimpulan dari hasil penelitian adalah bahwa sektor lenibaga keuangan, usaha bangunan dan jasa perusahaan dapat dijadikan alternatif utama di antara ke-enam sektor yang termasuk dalam kelompok sektor tersier untuk mempercepat pengembangan sektor tersier dan perekonomian di Jawa Timur, karena mempunyai nilai koefisien keterkaiian ke belakang dan angka pengganda output yang paling tinggi, yaitu 1,37630. Di samping itu, sektor ini juga mempunyai nilai koefisien keterkaitan ke depan tertinggi kedua setelah sektor perdagangan yaitu 1,26793

The aims of this study are to measure and analyze the linkages between tertiary sector with the local economic sectors in East Java, the impact of tertiary sector development on the local economic sectors in East Java. The impact of local economic sectors development on the tertiary sector in East Java and to know the output multiplier of local economic sectors on the tertiary sector in East Java. The results are expected to be used by local government of East Java to arrange the planning of development of tertiary sector. The data used in this study was secondary one, especially from the input-output table of East Java of 1994, obtained from the Central Bureau of Statistic of East Java Province. The problem appeared in this study were analyzed by using the input-output model. The results of this study indicate that in East Java, tertiary sector has a strong backward and forward linkage with the sectors included tertiary sector group itself. However, it has a weak one with another sectors (except with the other industry sector, it has above avarage forward linkage). So the conclusion is finance, rent of buildiilg and business services sector can be set as a main alternative among the six sectors included tertiary sector to increase the development of tertiary sector and the economic in East Java rapidly, because it has the highest forward linkage coefficient value and the output multiplier, that is 1,37630. Besides, this sector has also the second rank on forward linkage coefficient balue, that is 1,26793.
