Potensi retribusi pasar di Kabupaten Kapuas tahun 2002

Penelitian ini dilakukan di Kabupaten Kapuas dengan tujuan utama adalah untuk mengetahui potensi retribusi pasar di Kabupaten Kapuas tahun 2002 dan mengetahui elastisitas retribusi pasar terhadap PDRB, jumlah penduduk dan tingkat harga. Alat analisis yang digunakan adalah perhitungan potensi dan elastisitas. Data yang digunakan adalah data sekunder (time series) periode tahun 1992/1993-2001 yang diperoleh dari Kantor Dinas Pasar, Kantor Dinas Pendapatan Daerah, Bagian Keuangan, Bagian Hukum, serta Badan Pusat Statistik Kabupaten Kapuas. Hasil analisis dapat disimpulkan bahwa tingkat pertumbuhan retribusi pasar rata-rata sebesar 31,24 persen, kontribusi retribusi pasar terhadap Pendapatan Asli Daerah rata-rata sebesar 3,34 persen, kontribusi retribusi pasar terhadap retribusi daerah rata-rata sebesar 9,61 persen. Nilai elastisitas retri busi pasar terhadap PDRB rata-rata sebesar 8,02, elastisitas retribusi pasar terhadap jumlah penduduk rata-rata sebesar 17,74 dan elastisitas retri busi pasar terhadap inflasi rata-rata sebesar 2,lO. Perhitungan potensi retribusi pasar tahun 2002 adalah sebesar Rp245.472.400,-, sementara target yang ditetapkan sebesar Rpl50.000.000 (61 , 1 1 % dari potensi).

The study is conducted in Kapuas regency with the main objectives of investigating the potential of market retribution of the Kapuas region in 2002 and of finding out elasticity of market retribution againt PDRB, the number of the population and the price rate. The analysis instrument used is calculation of the potential and elasticity. The Data used is secondary one (time series) of 199211 993-2001 collected from Kantor Dinas Pasar, Kantor Dinas Pendapatan Daerah, Bagian Keuangan, Bagian Hukum, and Badan Statistik Kabupaten Kapuas. The results of the analysis can be concluded that the growth rate of the market retribution is 31,24 percent on average, the contribution of the market retribution to the local original income is 3,34 percent on average, contribution of the market retribution to the local retribution is 9,61 percent on average. The elasticity value of the market retribution against the PDRB is 8,02 percent on average, the elasticity of market retribution against the number of population is 17,74 on average and the elasticity of the market retribution against the inflation is 2,lO on average. The calculation of potential of the market retribution in 2002 is Rp245.472.400, while established target is Rpl50.000.000 (61,11% of the potential).
