PENGARUH PEMANFAATAN HUTAN LINDUNG DALAM PROGRAM PENGELOLAAN HUTAN BERSAMA MASYARAKAT (PHBM) TERHADAP KESEJAHTERAAN MASYARAKAT DI KABUPATEN KARANGANYAR

Hutan lindung sebagai kawasan yang berfungsi untuk memberikan perlindungan terhadap sistem penyangga kehidupan sekaligus juga sebagai sumberdaya alam yang bisa dimanfaatkan untuk kesejahteraan masyarakat. Perum Perhutani sebagai pengelola hutan di pulau Jawa menerapkan pengelolaan hutan lindung secara partisipatif melalui program Pengelolaan Hutan Bersama Masyarakat (PHBM) untuk dapat mewujudkan peningkatan kesejahteraan masyarakat desa hutan dan sekaligus kelestarian hutan lindung. Perum Perhutani memberikan ijin kepada masyarakat desa hutan untuk mengakses manfaat hutan lindung secara bertanggung jawab. Penelitian ini bertujuan mengetahui pengaruh kegiatan pemanfaatan hutan lindung dalam program PHBM terhadap kesejahteraan masyarakat. Penelitian ini merupakan penelitian deskriptif dengan pendekatan deduktif kuantitatif dan kualitatif. Analisis yang digunakan adalah analisis deskriptif pemanfaatan hutan lindung dan analisis deskriptif pengaruh pemanfaatan hutan lindung terhadap kesejahteraan masyarakat. Hasil penelitian menunjukkan bahwa kegiatan pemanfaatan hutan lindung yang dilakukan adalah pemanfaatan kawasan (budidaya rumput pakan ternak) dan pemanfaatan jasa lingkungan (pemanfaatan air dan wisata bumi perkemahan). Kegiatan pemanfaatan hutan lindung yang dilakukan oleh masyarakat berpengaruh positif terhadap peningkatan kesejahteraan masyarakat. Kegiatan tersebut berkontribusi meningkatkan pendapatan rata-rata rumah tangga sebesar 15,72%. Kontribusi ini diperoleh dari kegiatan budidaya rumput pakan ternak dan pemanfaatan air, sedangkan kegiatan wisata bumi perkemahan belum memberikan kontribusi langsung terhadap masyarakat karena pengelolaannya belum optimal. Peningkatan pendapatan yang diperoleh masyarakat setelah adanya program PHBM serta perubahan pola pikir dan faktor budaya masyarakat secara bersama-sama berpengaruh terhadap peningkatan pendidikan dan kondisi rumah tinggal masyarakat desa. Namun demikian pemanfaatan hutan lindung dalam program PHBM ini bukanlah satu-satuya faktor yang menyebabkan peningkatan kesejahteraan masyarakat karena masih terdapat program-program pembangunan desa lainnya yang juga berkontribusi terhadap peningkatan kesejahteraan masyarakat

Protected forest is a forest area having main function of protecting of life-support systems, regulating water flow, preventing floods, controlling errotion, preventing sea water intrution and protecting soil fertility. This natural resources can also be utilized to improve the communitys welfare. Perum Perhutani, as the state-owned forepst enterprise managers in most area of Java, has implemented collaborative forest management called Management of Forest Resources with Community (Pengelolaan Hutan Bersama Masyarakat or PHBM) on protected forests since 2001 to realize the improvement of the welfare of rural communities living around the forests and at the same time to maintain forest sustainability. Perum Perhutani allows forest villagers to access responsibly the benefits of protected forests. The objectives of this study was to determine how protected forest utilization activities through the PHBM program affects communitys welfare. This descriptive research used both deductive quantitative and qualitative approaches to obtains research findings. Descriptive statistical analyses were used to describe activities of protected forest utilization and the affect of protected forest utilization on communitys welfare. The findings showed that the utilization of protected forest in Kabupaten Karanganyar could be devided into two categories namely the utilization of forest area (i.e. cultivation of fodder grasses) and the utilization of environmental services (i.e. water resources utilization and camping ground). Protected forest utilization activities contributed to increase the average income of households by 15.72%. This contribution was resulted from the cultivation of fodder grasses and water resources utilization, while camping ground activities have not directly contributed to the community due to un-optimal management reason. Increasing in educational level and improvement of house conditions of rural communities after the implementation of PHBM program most likely influenced by increasing households income, and alteration in peoples mindset and perceptions. It should be noted however that the improvement in communitys walfere was not only affected by the utilization of protected forest after implementation of PHBM program but most likely also due to other development programs carried out in the villages.
