Pilkades: Aktualisasi Perilaku Politik Nondemokratis, Studi Kasus Perilaku Politik Nondemokratis dalam Pemilihan Kepala Desa Simpar Kecamatan Bandar, Kabupaten Batang, Jawa Tengah Tahun 2013

Pelaksanaan Pilkades seringkali dinyatakan oleh negara telah berjalan demokratis, namun kenyataannya tidak sama sekali. Pelaksanaan Pilkades Simpar 2013 merupakan bukti bahwa Pilkades sebenarnya tidak berjalan demokratis. Di dalamnya terdapat perilaku politik nondemokratis yang dilakukan oleh aktor-aktor yang berkontestasi maupun yang berpartisipasi, dari level elit, massa, dan organisasi. Pada level elit, perilaku politik nondemokratis tersebut diaktualisasikan dengan penyalahgunaan wewenang dan kekuasaan oleh kepala desa aktif, pemberian imbalan materi oleh para calon kepala desa, pembelian suara ketika kampanye oleh calon kepala desa, dan penggunaan tindakan koersif oleh salah satu calon kepala desa. Pada level massa, perilaku politik nondemokratis diaktualisasikan dengan membantu perilaku politik nondemokratis yang dilakukan elit dan pengkerdilan esensi Pilkades dengan upaya rent seeking. Sedangkan aktualisasi perilaku politik nondemokratis pada level organisasi adalah pembiaran dan pengabaian terhadap perilaku elit dan massa serta memanipulasi laporan pertanggungjawaban Pilkades oleh panitia Pilkades dan BPD. Terdapatnya perilaku politik nondemokratis dalam Pilkades Simpar 2013 tidak lepas dari faktor path dependence, bahwa peristiwa pemilihan pemimpin desa di Simpar pada masa lalu menjadi penyebab adanya perilaku politik nondemokratis dalam Pilkades Simpar 2013. Konsekuensi logis dari faktor itu menjadikan perilaku politik nondemokratis dalam Pilkades Simpar 2013 sebagai replikasi masa lalu yang artinya hanya sebagai sebuah ulangan dari perilaku politik nondemokratis pada pemilihan kepala desa sebelum-sebelumnya. Selain itu, perilaku politik nondemokratis dalam Pilkades Simpar 2013 seperti sebuah sistem yang memiliki kecenderungan stabil terhadap perubahan karena telah mengalami pelembagaan perilaku yang ditandai dengan adanya sosialisasi jangka panjang oleh aktor satu ke aktor lainnya yang kemudian membuat diri mereka yakin dan percaya bahwa perilaku politik nondemokratis adalah nilai-nilai dalam berpolitik. Selain itu, kestabilan perilaku yang sudah terlembaga itu juga ditopang oleh kegagalan modernisasi politik yang ditunjukkan dengan adanya ketidaktegasan dalam menegakkan regulasi Pilkades dan tidak mendapatkannya masyarakat pemahaman politik yang baik. Terakhir, kestabilan perilaku yang sudah terlembaga tersebut ditopang oleh adanya kepentingan politik yang bekerja dari luar arena Pilkades Simpar 2013 yaitu para calon anggota DPRD Kabupaten Batang yang dalam tanda petik menanam suara sebelum Pileg 2014 berlangsung.

Implementation of village election (Pilkades) has often expressed by the state is democratic, but in fact not at all. Implementation of Simpar village election in 2013 is evidence that the actual village election is not run democratically. Inside are nondemocratic political behavior performed by actors who contested or participated, from the elite level, mass, and organization. At the elite level, nondemocratic political behavior is actualized with abuse of authority and power by active village head (kepala desa), giving material rewards by village head candidate, vote-buying campaign by the candidate when the village head, and the use of coercive measures by one village head candidate. At the mass level, nondemocratic political behavior actualized by helping behaviors that do nondemocratic political elite and essence reducting of village election with efforts rent seeking. While actualization nondemocratic political behavior at the organizational level is the omission and disregard for the behavior of the elite and the masses and manipulate Pilkades accountability report by the village election committee and village parliament (BPD). The presence of nondemocratic political behavior in Simpar village election 2013 can not be separated from the path dependence factor, that the events in the Simpar village elections in the past becomes the cause of their political behavior Simpar village election nondemocratic in 2013. The logical consequence of the factors that makes the behavior of nondemocratic politics in 2013 as the Simpar village election replication of the past, which means just as a repetition of nondemocratic political behavior in village elections ever before. In addition, nondemocratic political behavior in Simpar village election 2013 as a system that has a stable tendency to have undergone a change since the institutionalization of behavior characterized by long-term socialization by one actor to another actor who then make themselves believe and trust that is nondemocratic political behavior values in politics. In addition, the stability of which has been institutionalized behavior that is also supported by the failure of political modernization were indicated by the indecision in enforcing regulations of village election and did not get a good political understanding society. Finally, the stability of which has been institutionalized behavior is supported by the political interests that work from outside the arena of Simpar village election 2013 that the Members of Parliament, Batang who vote planting before national election 2014 took place.
