Potensi penerimaan dana perimbangan bagi hasil sumber daya alam sektor kehutanan di Propinsi Riau

Penelitian ini bertujuan untuk menghitung dan menganalisis seberapa besar potensi penerimaan daerah khususnya bagian penerimaan Propinsi Riau dari bagi hasil sumber daya alam hutan dengan berlakunya Undang-Undang Nomor 25 Tahun 1999 tentang perimbangan keuangan pusat dan daerah. Penelitian ini bertujuan juga untuk melihat potensi penerimaan Propinsi Riau dari bagi hasil sumber daya alam hutan tahun 2002-2005 serta melihat faktor-faktor yang mempengaruhi penerimaan daerah dari bagi hasil sumber daya alam hutan. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder yang diperoleh dari Dinas Pendapatan Daerah Propinsi Riau, Dinas Kehutanan Propinsi Riau, Bappeda Propinsi Riau dan Badan Pusat Statistik Propinsi Riau. Alat analisis yang digunakan dalam penelitian ini adalah Model jumlah Kuadrat terkecil, Model pertumbuhan rata-rata tahunan, perhitungan Departemen Kehutanan dan Perkebunan Republik Indonesia, Referensi Undang-Undang Nomor 25 Tahun 1999 dan Analisis Ekonometrika menggunakan Error Correction Model (ECM). Hasil penelitian menunjukkan bahwa potensi penerimaan daerah Propinsi Riau dari bagi hasil sumber daya alam hutan berdasarkan penerimaan negara dari PSDH yang disetor ke Pusat (Dephutbun) untuk tahun 2001 sebesar Rp10.039.151.270 dan untuk melihat potensi penerimaan Propinsi Riau proyeksi tahun 2002-2005, pada tahun 2002 sebesar Rp12.037.859.954,87 untuk tahun 2003 sebesar Rp12.888.918.677,54, tahun 2004 sebpsar Rp13.703.977.400,21 dan untuk tahun 2005 sebesar Rp14.519.036.122,88 dengan pertumbuhan rata-rata tahunan 6,10 persen. Potensi penerimaan Propinsi Riau dilihat dari produksi kayu bulat untuk tahun 2001 sebesar Rp44.860.055.510 dan untuk proyeksi potensi penerimaan daerah Propinsi Riau tahun 2002 sebesar Rp23.680.489.962, untuk proyeksi, tahun 2003 sebesar Rp23.464.748.214, untuk proyeksi tahun 2004 sebesar Rp23.249.006.467 dan untuk proyeksi tahun 2005 sebesar Rp23.033.264.719 dengan pertumbuhan rata-rata tahunan —0,92 persen. Selama periode penelitian penerimaan negara dari PSDH balk dalam jangka pendek maupun jangka panjang berpengaruh positif terhadap penerimaan daerah dari dana bagi hasil sumber daya alam hutan, sedangkan pengaruh produksi kayu bulat terhadap penerimaan daerah berpengaruh negatif.

This research attempts to count and analyze the potential revenue the region of Riau especially for The Riau Province as manufactured regency from the share of forest natural resource with the implementation of Number 25, 1999 Regulation about financial balance between the Central Government and Local. This reseach also aimed to seen potential the revenue the Province of Riau from share of forest natural resouce period 2002 to 2005 and to seen factors influencing revenue of region from the share of forest natural resouce. The data used in reseach were primary and secondary data obtained from The Regional Income Board of Riau Province, The Forestry Board of Riau Province, the Regional Development Planning Board and the Regency district Center Of The Province of Riau. The analysis instrument used in this reseach was Trend Least Square, annually average growth model, measurement according Forestry and Field Department Concept, Number 25 Regulation Reference 1999 and Econometrics Analysis with Error Correction Model (ECM). The result of this reseach indicate that the potential revenue of Riau Province from the share of forest natural resouce basis revenue of nation from PSDH submitted to the Center Government (Forestry and Field Department) for the year of 2001 was Rp10.039.151.270 and for seen potential revenue the Riau Province projection. years 2002 to 2005, for the year of 2002 was Rp12.037.859.954,87, for the year of 2003 was Rp12.888.918.677,54, the year of 2004 was Rp13.703.977.400,21 and for the year of 2005 was Rp14.519.036.122,88 with average growth yearly 6.10 percent. The potential revenue of Riau Province from woods product for the year of 2001 was Rp44.860.055.510. Projection the potential revenue period of 2002 to 2005, for the year of 2002 was Rp23.680.489.962, for projection the year of 2003 was Rp23.464.748.214, for projection the year of 2004 was Rp23.249.006.467 and projection the year of 2005 was Rp Rp23.033.264.719 with average growth yearly —0,92 percent. Forever the period of reseach revenue of nation from PSDH in short run and in long run showed that positively influenced to revenue of region of Riau Province from the share of forest natural resouce and influenced woods product to revenue the region province of Riau were negatively influenced.
