IMPLEMENTASI APLIKASI SISTEM INFORMASI KESEHATAN DAERAH (SIKDA) GENERIK DI UPT. PUSKESMAS GAMBUT KABUPATEN BANJAR

Latar Belakang : Puskesmas sebagai pelaksana kesehatan terendah, mengalami kesulitan dalam melakukan pelaporan, dengan banyaknya laporan yang harus dibuat berdasarkan permintaan dari berbagai program di Kementrian Kesehatan, sedangkan aplikasi untuk membuat berbagai laporan tersebut berbeda-beda, sehingga menimbulkan tumpang tindih dalam pengerjaannya, yang menghabiskan banyak sumberdaya dan waktu dari petugas puskesmas. Puskesmas Gambut membutuhkan suatu Sistem Informasi Kesehatan untuk memenuhi kebutuhan pelaporan di puskesmas, mulai dari tingkat Puskesmas hingga ke Kementrian Kesehatan yaitu dengan mengimplementasikan aplikasi Sistem Informasi Kesehatan Daerah Generik (SIKDA Generik). Tujuan : Mengevaluasi kinerja implementasi aplikasi Sistem Informasi Kesehatan Daerah (SIKDA) Generik di Puskesmas Gambut Kabupaten Banjar, menganalisa input (kompleksitas formulir prosedur pengisian, kompetensi petugas SIK, tata kelola, perencanaan, ketersediaan sumber daya manusia, output (kualitas data yang baik (lengkap, tepat waktu dan akurat). Metode : Penelitian deskriptif rancangan studi kasus metode kualitatif, pengumpulan data dengan wawancara mendalam, pengisian kuisioner, observasi, telaah dokumen. Subyek penelitian berjumlah 16 orang dipilih secara purposive sampling, Analisis data menggunakan metode constant comparative method. Hasil : Kompetensi dan jumlah SDM kurang, software aplikasi sering bermasalah, Tidak ada SK penugasan, tidak ada koordinasi sosialisasi pengimplementasian aplikasi, Tidak ada pelatihan dan bimbingan, Kualitas data belum lengkap namun akurat dan tepat waktu. Kesimpulan : Jumlah SDM dan kompetensi SDM perlu ditambah, faktor organisasi harus lebih diperbaiki; input dan proses implementasi aplikasi masih kurang menyebabkan output aplikasi juga kurang.

Background: Public Healthcare Centers, the lowest healthcare operational units, have difficulties in reporting things due to enormous number of reports to be completed based on the requirements of various programs available in the Ministry of Health, whereas the applications in completing those reports are not the same, resulting in the potential overlap, time consuming and wasting the resources. Gambut Public Healthcare Center requires a Healthcare Information System to meet the reporting requirements, ranging from the level of Public Healthcare Centers to the Ministry of Health by implementing the applications of Generic Regional Healthcare Information System (Generic RHIS). Objective: To evaluate the performance of Generic Regional Healthcare Information System (RHIS) application implementation at Gambut Public Healthcare Center, analyze input (personnel competence on healthcare information system, management, planning, human resources availability, output (good data quality (complete, punctual, and accurate). Method: a case study design with descriptive qualitative method. Data were collected by in-depth interviews, questionnaire filling, observations, and document reviews. The number of respondents in this study were 16 people Informants were selected by purposive sampling, Data analysis used in this study was constant comparative method. Results: Human Resource competence was poor but highly motivated. The management did not run very well, no Decrees issued on duties, no coordination in socializing the application implementation, less number of human resources, no Human Resource honorariums or rewards, incomplete but accurate and punctual data quality. Conclusion: The addition amount of Human Resources and Human Resources competencies, organizational factors should be corrected; input and application implementation process is less likely to cause the output application is also less.
