Peranan Dewan Kehormatan Daerah dalam Menjaga Kehormatan Profesi Notaris di Kota Yogyakarta

Penelitian ini bertujuan untuk mengetahui peranan Dewan Kehormatan Daerah dalam mencegah terjadinya pelanggaran Kode Etik dalam rangka menjaga kehormatan profesi Notaris di Kota Yogyakarta, kendala yang dihadapi oleh Dewan Kehormatan Daerah dalam menjaga kehormatan profesi Notaris di Kota Yogyakarta, dan upaya yang dilakukan oleh Dewan Kehormatan Daerah untuk mengatasi kendala yang dihadapi dalam menjaga kehormatan profesi Notaris di Kota Yogyakarta. Penelitian ini menggunakan penelitian empiris yaitu penelitian yang dimulai dengan meneliti data sekunder dan selanjutnya meneliti data primer. Teknik pengambilan sampel dalam penelitian ini ialah Purposive Sampling dengan ciri Notaris yang telah berpraktek lebih dari 5 tahun. Subyek dalam penelitian ini ialah Responden antara lain Ketua, wakil, sekretaris Dewan Kehormatan Daerah Kota Yogyakarta, dan Ketua Pengurus Daerah Kota Yogyakarta serta 6 orang Notaris Kota Yogyakarta; dan Narasumber ialah Sumendro, S.H selaku Dosen Kode Etik di Universitas Gadjah Mada Yogyakarta. Penelitian ini menggunakan metode analisis kualitatif. Hasil penelitian menunjukkan bahwa Dewan Kehormatan Daerah telah menjalankan peranannya dalam rangka menjaga kehormatan profesi Notaris di Kota Yogyakarta. Kendala yang dihadapi Dewan Kehormatan Daerah Kota Yogyakarta dalam menjaga kehormatan profesi Notaris di Kota Yogyakarta adalah waktu, sungkan, penyampaian nasehat kurang tepat, Dewan Kehormatan Daerah kurang mematuhi Kode Etik, dan beberapa Notaris jarang menghadiri pertemuan. Upaya yang dilakukan oleh Dewan Kehormatan Daerah untuk mengatasi kendala tersebut yaitu dengan mengatur waktu, pendekatan personal, menyampaikan nasehat dengan santun, Dewan Kehormatan Daerah instropeksi diri, dan setiap Notaris harus bersikap aktif dalam mencari materi yang dibahas dalam pertemuan.

This research was aimed to find out the role of Local Honorary Council in preventing the occurence of violation of ethic code in order to maintain the honorary of profession of Notary in Yogyakarta city. The obstacle faced by Local Honorary Council in maintaining the honorary of the notary in Yogyakarta and the effort carried out by the Local Honorary Council to solve the problem faced in maintaining the prestige of the notary in Yogyakarta city. This research was an empirical researh. It is a research starte by observing secondary data and subsequently observing primary data. The sampling technique was purposive sampling with criterion of notary which has opeated for 5 years. The subjcts in tis research were repondents such as the chief, vice chief, and secreary of Local Honorary Council of Yogyakarta, and the Head of Local Administrator of The Association Notary Indonesia in Yogyakarta city and 6 notaries in Yogyakarta, and Sumendro, S.H. as the lecturer of ethic code in Gadjah Mada University Yogyakarta. This researc was using qualitative analysis method. The result of the research shows that Local Honorary Council has run its role in maintaining the honorary of notary profession in Yogyakarta city. The problem faced by Local Honorary Council of Yogyakarta city in maintaining the honorary of notary profession in Yogyakarta city is time, willingness, unappropriate timing and way of conveying advice, Local Honorary Council does not obey the ethic code fully, and several noraties seldom attended the meeting. The effort carried out by Local Honorary Council to solve the problem is by arranging the time, personal approach, conveying advice politely, self evaluation of Local Honorary Council, and each nntary has to be actie in finding the material disussed in th meeting.
