Analisis Kebijakan Revitalisasi Kawasan Kota Tua Jakarta Milik Pemerintah Provinsi DKI Jakarta Studi Pada Zona II Kawasan Kota Tua Jakarta

Berdasarkan Surat Keputusan Gubernur DKI Jakarta Nomor 34 Tahun 2005 Kawasan Kota Tua Jakarta ditetapkansebagaikawasancagarbudayadenganluas 846 ha.Sesuai dengan yang tertuang di dalamUndang-UndangNomor 11 Tahun 2010 tentang CagarBudaya, maka Pemerintah Provinsi DKI Jakarta secara resmi melakukan kebijakan revitalisasi padaTahun 2012. Penelitian ini bertujuan untuk menganalisis sejauh mana kebijakan revitalisasi Kawasan Cagar Budaya Kota Tua Jakarta memberikan pengaruh positif terhadap upaya Pemerintah Provinsi DKI Jakarta meningkatkan optimalisasi aset yang dimiliki. Metode yang digunakan dalam penelitian ini menggunakan teknik purposive sampling terhadap 50 responden yang mewakili stakeholder dan masyarakat. Hasil penelitian ini menunjukkan bahwa seluruh variabel item r hitung> r tabel 0,279. Kedua, berdasarkan Analisis Strategi Internal-Eksternal tata kelola yang telah dilakukan oleh stakeholder dalam mendukung kebijakan revitalisasi tersebut terbukti menunjukan posisi pertumbuhan stabil. Ketiga, berdasarkan hasil Analisis SWOT ditemukan beberapa kendala dalam pelaksanaan kebijakan revitalisasi dan perlu adanya pembenahan strategi pengelolaan kedepan sehingga akan diperoleh hasil yang lebih optimal.

Based on Jakarta Governor Decree No. 34 of 2005, the old city area designated as a heritage area with an area of 846 ha. In accordance with that stipulated in Law No. 11 Year 2010 on Heritage, the Jakarta Provincial Government officially a policy of revitalization in 2012. This study aims to analyze the extent to which policies Cultural reserve the revitalization of the old city a positive impact on Jakarta Provincial Government's efforts in improving the optimization of assets. Second, this study aims to analyze the extent to which governance has been done by the stakeholders as applications and support policies revitalization the heritage area. Third, the analysis in the study aims to find the constraints faced by stakeholders in implementing the revitalization policy and determine future strategies to enhance the success of the revitalization policy. The method used in this study using purposive sampling technique against 50 respondents representing stakeholders and the public. Variables used in this study consisted of two groups of variables, namely: variable operational and non-operational variables. Operational variables include things related to the business asset optimization, utilization of assets, and the implementation of the revitalization of the old city area. Non-operational variables related to the perception of stakeholders of the potential area of cultural heritage. The data obtained and analyzed using SWOT analysis tools and test instruments using Validity and Reliability Test. These results indicate that there is a positive influence between the revitalization of the asset optimization policy, it is seen from the test results that show the validity of the entire variable item count r> r table 0.279. Secondly, based on the Analysis of Strategies Internal-External governance made by stakeholders in support of the revitalization policy proved indicate the position of stable growth but still need for improvement in the asset management system. Third, based on the results of SWOT analysis found several obstacles in the implementation of the revitalization policies and the need for future improvements to the management strategy that will obtain a more optimal result.
