ANALISIS PENGARUH PENGELUARAN SEKTOR PUBLIK TERHADAP PERTUMBUHAN EKONOMI DAERAH DI INDONESIA

Dengan menggunakan data panel 33 provinsi di Indonesia dari tahun 2007 - 2013, penelitian ini bertujuan untuk mengetahui pengaruh dari pengeluaran sektor publik terhadap Produk Domestik Regional Bruto (PDRB) beserta elastisitasnya. Pengeluaran sektor publik tersebut berfokus pada pengeluaran sektor pendidikan, kesehatan dan infrastruktur. Kemudian, penggunaan model persamaan log dalam penelitian ini bertujuan untuk mengatasi permasalahan heteroskedastisitas. Di samping itu, model log juga dapat langsung dipakai untuk mengetahui nilai elastisitas variabel terikat terhadap variabel bebas. Adapun hasil yang diperoleh dari penelitian ini menunjukan bahwa pengeluaran pemerintah sektor pendidikan, kesehatan dan infrastruktur memiliki pengaruh positif dan signifikan terhadap PDRB. Diantara ketiga sektor tersebut, pengeluaran pemerintah sektor pendidikan memiliki pengaruh paling signifikan terhadap PDRB kemudian diikuti sektor kesehatan dan infrastruktur. Selain itu, hasil yang didapat dari penelitian ini menunjukan bahwa elastisitisitas PDRB terhadap ketiga sektor pengeluaran pemerintah memiliki sifat inelastis.

Using panel data of 33 provinces in Indonesia between 2007 - 2013, this study aims to determine the effect of public sector expenditure on Gross Domestic Product (GDP) and its elasticity. Public sector expenditure in this study is focused on education, health and infrastructure. Then, the use of log equation model in this study aims to overcome the problems of heteroscedasticity. In addition, the log model can also be directly used to determine the value of the elasticity of dependent variable on independent variable. The results obtained from this study showed that public sector expenditure of education, health and infrastructure has a positive and significant impact on GDP. Among these three sectors, public expenditure of education sector has the most significant effect on GDP followed the health sector and infrastructure. In addition, the results obtained from this study showed that the elasticity of GDP on all off sectors is inelastic.
