Perkiraan penerimaan bagi hasil sumber daya alam hutan di Kabupaten Bengkalis

2002 | Tesis | Magister Ekonomika PembangunanPenelitian ini bertujuan untuk menghitung dan menganalisis seberapa besar penerimaan daerah Kabupaten Bengkalis sebagai kabupaten penghasil khususnya bagian daerah dari bagi hasil sumber daya alam hutan yang dikelola oleh perusahaan-perusahaan yang bergerak di bidang kehutanan dengan berlakunya Undang-Undana Nomor 25 tahun 1999 tentang dana perimbangan. Penelitian ini juga bertujuan untuk memperkirakan penerimaan Kabupaten Bengkalis dari bagi hasi! sumber daya alam hutan tahun 2002—2005 dan membandingkan penerimaan menurut Undang-Undang nomor 25 tahun 1999 dengan target yang ditetapkan oleh Pemerintah Daerah Kabupaten Bengkalis tahun 2002. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder yang diperoleh dari Dinas Kehutanan Kabupaten Bengkalis, Dinas Pendapatan Daerah Kabupaten Bengkalis dan Badan Pusat Statistik Kabupaten Bengkalis. Alat analisis yang digunakan dalam penelitian ini adalah Model pertumbuhan rata-rata tahunan, Model Trend Least Square, Model Proyeksi, dan perhitungan menurut konsep Departemen Kehutanan dan Perkebunan serta Referensi Undang-Undang Nomor 25 Tabun 1999. Hasil penelitian menunjukkan bahwa: (1) Proyeksi penerimaan negara dari PSDH yang disetor ice puSat untuk tahun 2002 sebesar Rp9,122 Milliar, untuk tahun 2003 sebesar Rp 8,630 Milliar, untuk tahun 2004 sebesar Rp8,165 Milliar dan untuk tahun 2005 sebesar Rp 7,725 Milliar dengan tingkat pertumbuhan —5,39 persen, (2) Penerimaan Kabupaten Bengkalis dari bagi hasil sumber daya alam hutan tahun 2002 —2005 diperkirakan sebesar Rp 2,919 Milliar untuk tahun 2002, sebesar Rp2,761 Milliar untuk tahun 2003, dan untuk tahun 2004 sebesar Rp 2,612 Milliar dan tahun 2005 sebesar Rp 2,472 Milliar dengan tingkat pertumbuhan rata-rata —5,39 persen. Perkiraan penerimaan PSDH tahun 2002 menurut Undang-Undang Nomor 25 Tahun 1999 adalah sebesar Rp 2,919 Milliar sedangkan target yang ditetapkan oleh Pemerintah Daerah Tahun 2002 adalah Rp 1,5 Milliar.
This study was aimed to count and analyze how much the revenue of Bengkalis Regency district as manufactured regency, especially as a shared district of woods natural resource, managed by companies operating in forestry, with the existing of Number 25, 1999 regulation, on the balancing fund. This study was also aimed to predict the Bengkalis Regency revenue from the shared woods natural resource in the years of 2002 — 2005 and to compare the revenue according to the number 25, 1999 regulation with the target determined by the government of Bengkalis Regency district in the year of 2002. The data used in this study were primary and secondary data gained from Bengkalis Regency Forestry Official, Bengkalis Regency District revenue Official, and Bengkalis Regency Statistical Center. The analysis instrument used in this study was annually average growth model, Trend Least Square Model, Projection Model, and measurement according to Forestry and Field Department Concept, and Number 25 Regulation Reference 1999. The result of the study showed that: (1) the Projection of nation revenue from PSDH submitted to the Center for the year of 2002 was of Rp 9.122 Billion, for the year of 2003 was of Rp 8.630 billion, for the year of 2004, was of Rp 9.165 billion, and for the year of 2005 was of Rp 7.725 billion with growth level of —5.39 percent, (2) the Bengkalis Regency Revenue from forestry natural resources in the years of 2002 — 2005 was predicted of Rp 2,919 billion for the year of 2002, Rp 2.761 billion for the year of 2003, and Rp 2.612 billion for the year of 2004, and Rp 2.472 billion for the year of 2005, with the average growth rate of -5.39 percent. The prediction of PSDH revenue in the year of 2002 according to regulation number 25 in the year 1999 was of Rp 2.919 billion, while the target determined by the District Government in the year of 2002, was of Rp 1.5 billion.
