Relasi Partai Politik dan Organisasi Kolateral : Studi Kasus Partai Golkar dan KOSGORO di Era Post-Soeharto

Sebagai salah satu partai politik, telah banyak penelitiantentang Golkar yang terbentang dari dari awal pemerintahan Soeharto sampai dengan ketika Soeharto sudah tidak berkuasa lagi. Dari sekian banyak penelitian Golkar tersebut, sangat sedikit yang mengeksplorasi relasi Golkar dengan ormas-ormas pendukungnya seperti KOSGORO. Sementara disatu sisi ormas merupakan aspek penting dalam sejarah Golkar. Selain aspek historis Golkar yang berasal dari gabungan ormas, di era Post-Soeharto relasi dengan ormas merupakan strategi elektoral dan juga dalam rekruitmen kader. Dalam kerangka itu gagasan penelitian ini muncul untuk memberikan analisis dari perspektif yang berbeda mengenai Golkar.Penelitian ini menganalisis relasi Partai Golkar dengan KOSGORO di era Post-Soeharto. Dalam penelitian ini penulis menggunakan kerangka analisis relasi partai dengan organisasi kolateral. Analisis ini dilakukan dengan memperhatikan tujuh dimensi relasi ; tipe keanggotaan, tumpang tindih keanggotaan, hak keangotaan, jenis relasi, kontrol partai terhadap organisasi, pengaruh organisasi terhadap partai dan jenis kepentingan. Dari dimensi relasi ini akan didapatkan jenis organisasi kolateralnya; independen, korporat, afiliasi dan pendukung. Sebagai unit analisis, penelitian ini memilih Partai Golkar dan KOSGORO 1957 di tingkat pusat. Dalam mengumpulkan data, penulis melakukan wawancara dan juga analisis terhadap dokumen yang relevan. Penelitian ini mendapati dua temuan utama. Pertama, adanya pergeseran karakteristik relasi Partai Golkar dengan KOSGORO 1957 dibandingkan dengan era Soeharto. Pergeseran karakteristik relasi ini bisa dilihat dari dimensi relasi. Kedua, karakteristik relasinya menunjukkan jenis organisasi kolateral mengandung unsur Korporat dan Afiliasi. Dengan kata lain, sebagai organisasi kolateral, KOSGORO 1957 menunjukkan karakteristik campuran.

As one of political parties in Indonesia, a lot of research have been made about Golkar from the beginning of the new regime until Soeharto was no longer in power. From that researches, only a little explore Golkar relations with its mass organization like KOSGORO. At the same time, mass organization is an important aspect in Golkar�s history. Beside the historical aspect, Golkar was established from combined mass organizations. In Soeharto�s regime, the relation with these mass organizations were electoral strategy and cadre recruitment. Within that framework, the idea of this research emerged to provide analysis from a different perspective on Golkar. This study analyzed the relationship between Golkar with Kosgoro in Post-Soeharto era. In this study the authors used an analytical framework relations with the party collateral organization. This analysis is done by taking into account the seven dimensions of relationships; the type of membership, overlapping membership, the right's members, the type of relationship, the party control of the organization, the influence of the party organizations and types of interests. From the dimensions of this relationship will get the type of collateral organization; independent, corporate, affiliates and ancilary. As the unit of analysis, this study chose Golkar and Kosgoro 1957 at the central level. In collecting the data, the authors conducted interviews and analysis from relevant documents. The study found two major findings. First, the shift characteristics of the Golkar Party relations with Kosgoro 1957 compared to the Suharto era. The shift characteristics of this relationship can be seen from the dimensions of the relationship. Secondly, the characteristics of the relation indicates the type of collateral organizations contain elements of Corporate and Affiliates. In other words, as a collateral organization, Kosgoro 1957 shows the characteristics of the mixture.
