KESIAPAN PENERAPAN KONSEP DASAR CLINICAL GOVERNANCE DI RSUD PRAYA

2015 | Tesis | S2 Kesehatan Masyarakat/MMRLatar belakang: Paradigma baru dalam pelayanan kesehatan cenderung memandang pelayanan kesehatan dan rumah sakit sebagai industri pelayanan. Rumah sakit di daerah harus mulai berfikir untuk menerapkan konsep clinical governance sebagai upaya peningkatan mutu klinik, terutama dalam menghadapi era persaingan bebas. Rumah Sakit Umum Daerah Praya adalah milik Pemerintah Kabupaten Lombok Tengah yang terletak di Praya yang merupakan rumah sakit rujukan, dimana berfungsi sebagi unit pelayanan kesehatan lanjutan bila di puskesmas para pasien tidak bisa tertangani. Tujuan: Untuk mengetahui gambaran penerapan dan memperoleh gambaran strategi implementasi pelaksanaan konsep dasar Clinical Governance. Metode: pendekatan kualitatif dengan rancangan studi kasus deskriptif tunggal holistik. Hasil dan pembahasan: Penerapan clinical perfomance dan evaluation dalam peningkatan mutu pelayanan klinik di RSUD Praya adalah suatu upaya dari RSUD Praya dalam meningkatan mutu pelayanan klinik yang tercermin dengan adanya SOP, SPM RS, SPI, Komite medik dan Keperawatan, Sumber daya manusia yang mencukupi sesuai dengan tipe Rumah Sakit. Audit klinis belum dilaksanakan secara teratur, sudah ada jadwal, akan tetapi keterlibatan peserta masih minim, untuk audit maternal perinatal dilaksanakan secara berkala bersama Dinas Kesehatan, sementara untuk audit medik lain dilaksanakan bila ada masalah. Penerapan pengembangan profesonalisme di RSUD Praya dilakukan melalui beberapa kegiatan yaitu: tugas belajar bagi dokter dan ijin belajar bagi para medis, serta pelatihan bagi petugas fungsional dan struktural lainnya Kesimpulan: Konsep dasar clinical governance belum dilaksanakan secara utuh, bahkan baru sebagian kecil yang sudah berjalan. Lingkungan RSUD Praya dari sisi organisasi telah cukup mendukung pelaksanaan dengan adanya bidang mutu dalam struktur organisasi RSUD Praya.
Background: The new paradigm in health care tends to view health care and hospitals as service industries. Hospitals in the area should start thinking to apply the concept of clinical governance as a clinical quality improvement, especially in the era of free competition. Praya Regional General Hospital is owned by the Government Central Lombok district is located in Praya which is a referral hospital, which functions as an advanced health care units in health centers where patients can not be handled. Objective: To know the description of the application and obtain a basic concept implementation strategy implementation Clinical Governance. Method: qualitative approach with a single descriptive case study rancanga holistic. Results and discussion: Implementation and evaluation of clinical perfomance in improving the quality of clinical services in hospitals Praya is an effort of Praya Hospital in improving the quality of clinical services, as reflected by the SOP, the minimum service standards hospitals, SPI, Committee on Medical and Nursing, sufficient human resources in accordance with the type of hospital. Clinical audit has not been carried out on a regular basis, existing schedules, but still minimal involvement of the participants, for maternal perinatal audits conducted regularly with the Office of Health, while for other medical audit carried out when there is a problem. Application development profesonalisme in Praya Hospital done through several activities, namely the task of learning for doctors and a study permit for medical, and training for officers and other structural functional. Conclusion: The basic concept of clinical governance has not been implemented in full, even only a small portion that is already running. Praya Hospital environment of the organization have enough support with the implementation of quality in the field of organizational structure Praya Hospital
