Peluang dan Tantangan Resolusi Konflik di Papua

Konflik vertikal di Tanah Papua telah ada lebih dari lima puluh tahun, namun hingga saat ini belum dapat terselesaikan. Belum terlihat perkembangan positif konflik yang terbangun dan membuat konflik berlarut-larut, padahal tuntutan Papua Merdeka kini sering terdengar dibeberapa daerah di Indonesia bahkan di luar negeri. Makalah ini membahas mengenai peluang dan tantangan resolusi konflik di Papua. Menggunakan landasan konseptual resolusi konflik dan perdamaian positif, penulis menemukan beberapa peluang dan tantangan dalam proses resolusi konflik di Papua. Penulis menemukan setidaknya ada empat tantangan, pertama adalah keberadaan kekerasan, baik kekerasan langsung maupun struktural di Tanah Papua; kedua terpecahnya Organisasi Papua Merdeka yang menyulitkan proses pertemuan kedua pihak berkonflik baik melalui dialog maupun negosiasi; ketiga kegagalan otonomi khusus mengakibatkan terhambatnya proses eliminasi terhadap sumber konflik; dan keempat adalah dialog sebagai budaya penyelesaian konflik tidak mudah dilaksanakan karena belum adanya kesanggupan dari semua pihak berkonflik. Di satu sisi, setidaknya terdapat dua peluang dalam resolusi konflik di Papua, pertama kehadiran organisasi non-pemerintah yang berperan sebagai katalisator dalam proses resolusi konflik; dan kedua adalah peran gereja dalam menanggapi dan menyelesaikan konflik di Papua memberikan hasil positif dalam proses resolusi konflik. Peluang-peluang yang ada menjadi kunci utama dalam menjawab tantangan dan meningkatkan perkembangan proses-proses dalam resolusi konflik antara kedua pihak bertikai sehingga akan tercapai perdamaian positif.

Vertical conflict in Papua has been existed more than fifty years, but it can not be resolved until today. There has been no positive progress in the conflict, thus making the conflict dragged on when the demands of the Free Papua is now often heard in several regions in Indonesia and even abroad. This paper discusses the opportunities and challenges of conflict resolution in Papua. Using the conceptual framework of conflict resolution and positive peace, the authors find some opportunities and challenges in the process of conflict resolution in Papua. The authors found at least four challenges that occurred in the process of conflict resolution in Papua; first, the existence of violence, both structural and direct violence in Papua; second, the unorganized Free Papua Movement which complicates the process of meeting the two parties in conflict through dialogue and negotiation; third, the failure of special autonomy resulted in inhibition of the elimination of the sources of conflict; fourth, the dialogue as conflict resolution is not easy to implement because of the lack of willingness of both parties to the conflict. On the other hand, there are at least two opportunities in the process of conflict resolution in Papua; first, the presence of a non-governmental organization that acts as a catalyst in the process of conflict resolution; second, the church's role in responding to and resolving conflicts in Papua give positive results in the process of conflict resolution. Opportunities exist is the key factor in addressing the challenges and improve the development processes of conflict resolution between the two parties to achieve a positive peace.
