Hasil survey peringkat pengembangan e-government oleh PBB pada Pemerintah Indonesia dalam kurun waktu tahun 2008-2014 tidak terlihat ada perubahan yang signifikan. Selain itu, belanja TIK pemerintah secara total per tahun 2013 kurang lebih Rp14 trilliun, namun dampaknya tidak signifikan. Fakta-fakta ini menunjukkan Indonesia perlu membenahi fungsi dan kompetensi dari Chief Information Officer (CIO)-nya. Penelitian ini adalah penelitian kualitatif deskriptif untuk melakukan eksplorasi mengenai penyusunan model kompetensi Government CIO (GCIO) Pemerintah Indonesia menggunakan model Clinger Cohen Core Competencies sesuai kondisi khasnya dengan mempertimbangkan peran GCIO. Hasil penelitian menunjukkan bahwa GCIO perlu memiliki beberapa kompetensi: kompetensi umum, kompetensi inti, dan kompetensi khusus. Hasil penelitian juga menunjukkan bahwa kendala pengembangan TIK Pemerintah Indonesia terletak pada peran koordinasi antar organisasi atau institusi. GCIO yang memiliki political skill dapat mendukung fungsi atau peran sebagai koordinator TI untuk melakukan pendekatan-pendekatan persuasif dan negosiasi agar mendapat dukungan akan pengembangan dan proyek TIK, sehingga aspek pengembangan TI tetap menjadi tujuan demi kebaikan bersama.

The survey results rank of e-government development by the United Nations on the Government of Indonesia during some periods there were no significant changes. Otherwise, the Government in total ICT Expenditures per year 2013 approximately Rp14 billion, but the impact is not significant. These facts indicate Indonesia should improve the functions and competencies of the Chief Information Officer (CIO). This research is a descriptive qualitative research aims to develop competency models of Government CIO (GCIO) used the model of the Clinger Cohen Core Competencies in accordance with the typical conditions in Indonesia also considering the role of GCIO. The results showed that GCIO needs to have some competencies: general competencies, core competencies, and specific competencies. The results also show that the Indonesian Government ICT development constraint lies in the role of coordination between organizations or institutions. GCIO who have the political skills can support the function or the role as an IT coordinator to conduct persuasive approaches and negotiations that will support the development and ICT projects, so that aspect of IT development remains a goal for the common good.
