Identifikasi sektor unggulan dalam penyerapan tenaga kerja di Kabupaten Tabalong Propinsi Kalimantan Selatan

Penelitian ini bertujuan untuk mengidentifikasi sektor ekonomi unggulan yang mampu menyerap tenaga kerja dalam jumlah cukup besar dengan kategori empat besar. Mengamati perubahan struktur penyerapan tenaga kerja di Kabupaten Tabaiong dibandingkan dengan tenaga kerja Propinsi Kalimantan Selatan, selama periode 1993-1999. Selain itu untuk mengetahui corak pertumbuhan ekonomi Kabupaten Tabalong dalam peta produktivitas tenaga kerja di Propinsi Kalimantan Selatan. Dari rekapitulasi pembobotan hasil analisis Shift-Share County Class, Model Rasio Pertumbuhan (MRP) dan Location Quotient (LQ), terlihat sektor unggulan di Kabupaten Tabalong selama periode 1993-1999, yakni terangkum dalam urutan empat besar lapangan usaha utama unggul dalam penyerapan tenaga kerja. Pertama, sektor jasa-jasa dengan nilai 23. Kedua, sektor pertanian dengan nilai 21. Ketiga, sektor bangunan dengan jumlah nilai 17. Keempat, sektor perdagangan, restoran dan hotel dengan jumlah nilai 16. Berdasarkan Tipologi Klassen Kabupaten Tabalong termasuk dalam klasifikasi " daerah maju tapi tertekan ". Hasii penelitian dengan menggunakan alat analisis Shift-Share County Class menunjukkan bahwa pengaruh pertumbuhan tenaga kerja Propinsi Kalimantan Selatan terhadap pertumbuhan tenaga kerja Kabupaten Tabalong menunjukan nilai positif dan signifikan, baik National Share (NS), bauran industri atau Industry Mix (IS), maupun keunggulan kompetitif atau County Class (CC). Hasil SS-NS, menunjukkan penyerapan tenaga kerja sejumlah 142.329 orang. Penyerapan tenaga kerja tertinggi adalah pada sektor pertanian dengan jumlah tenaga kerja sebesar 89.927 orang. Terendah pada sektor listrik dan air minum, dengan penyerapan tenaga kerja berjumlah 214 orang. Untuk komponen bauran industri (SS-IS) penyerapan tenaga kerja berjumlah 89.240 orang, tertinggi adalah pada sektor bangunan dengan jumlah tenaga kerja 20.908 orang. Terendah pada sektor listrik dan air minum menyerap tenaga kerja sejumlah 1.060 orang. Untuk komponen sektor yang kompetitif (SS-CC) penyerapan tenaga kerja keseluruhan 101.885 orang, yang tertinggi adalah sektor pertanian menyerap tenaga kerja berjumlah 59.286 orang. Terendah penyerapan tenaga kerja pada sektor listrik dan air minum sebesar 139 orang.

This research aims to identification of excellent economics sector that able to absorption by the four of the bigest labor recruitment. Investigation of changing the structural labor recruitment in Tabalong Regency and be compared with the labor recruitment of South Kalimantan Province in the 1993 — 1999 period. Another investigation that knowing the pattern of economics growth mozaic regency Tabalong in the map economics growth all in South Kalimantan Province area. From recapitulation weighted of result with tools of analysis Shift-Share County Class, Growth Ratio Model and Location Quotient (LQ) showed the competitor sector in Tabaiong Regency in 1993-1999 period were the "big four " of absorption by labor recruitment i.e, the first, services sector with value equal 23. Scond, agriculture sector, with the value about 21. The third, construction sector with the value about 17, and the fourth, trade, restaurant and hotel sector with the value about 17. Base on Klassen Tipology in Tabalong Regency be in place on the mozaic of labor recruitment in the South Kalimantan Province well to do in " speed growth but underpressure classification area ". Result of this research using by some tools Location Quotient (LQ), Growth Ratio Model, Shift-Share County Class ( SSCC) on siginificant and positive influenced to labor recruitment in Tabalong Regency. Result of SS-NS showed absorpted of labor recruitment equal 142.329 men, highest on agriculture sector was absorpted equal 89.927 men, and the lowest is the electricity and water supply sector be labor recruitment about 214 men. In the Industry Mix (SS-1S) components could labor recruitment about 89.240 men, in the highest was on construction sector about 20.908 men. In the lowest on electricity and water supply sector was absorption about 1.060 men . In the competitive component ( SS-CC), was labor recruitment about 101.885 men, in the highest of labor recruitment like that on agriculture sector about 59.286 men. In the lowest of the labor recruitment was electricity and water supply sector about 139 men.
