After Lapindo Mudflow: Women Empowerment in Post Disaster Recovery

Skripsi ini bertujuan untuk menganalisa dan mengidentifikasi pentingnya pembangunan ekonomi pasca bencana terhadap pemberdayaan wanita. Skripsi ini hanya akan membahas satu studi kasus, yaitu Lumpur Lapindo di Indonesia. Seperti yang sudah kita ketahui, bahwa bencana alam dapat merusak fungsi dari sebuah komunitas atau tempat tinggal. Tetapi, pada saat yang bersamaan bencana alam dapat membawa pengaruh positif, khususnya pemberdayaan wanita. Institusi besar seperti United Nation Development Program (UNDP) pun telah mendukung dan mempromosikan pemberdayaan wanita pasca bencana, sebagaimana telah dituliskan di dalam artikel lima agenda delapan UNDP, 2007. Berdasarkan pembahasan diatas, skripsi ini akan membahas dua cara yang dapat membantu keberhasilan dari proses pemberdayaan wanita, yaitu dengan menggunakan metode qualitatif dan dua konsep: pembangunan ekonomi dan pemberdayaan wanita. Dengan melakukan atau ikut berperan aktif dalam pembangunan ekonomi pasca bencana, perempuan dapat mengakses perekonomiannya kembali dan pada waktu yang bersamaan mereka sudah dapat menunjukkan eksistensi, kemampuan, keberanian dalam memberikan pendapat dan memutuskan masalah, dan bekerja sama dengan aktor penting, seperti: pemerintah, lembaga swadaya masyarakat, perusahaan, dan membuat komunitasnya sendiri. Oleh karena itu, dapat dilihat dan dibuktikan bahwa pembangunan ekonomi bukan hanya membantu proses pemulihan pasca bencana, tetapi juga bisa memberikan pengaruh positif terhadap pemberdayaan wanita di level individu dan grup.

The purpose of this undergraduate thesis is to analyze and identify the importance of economic recovery in post disaster that could influence the women empowerment process. The research itself will only focus on one certain case study, Lapindo mudflow. As we understood that disaster has been disrupts the functioning of a community, but at the same time it could bring the opportunity, especially for women to be more empowered. United Nation Development Program (UNDP) has also promoted the women empowerment after disaster, as it written on the article five of eight point agenda, UNDP, 2007. Based on that, this undergraduate thesis will examines two ways of women to achieve the empowerment in post-disaster recovery by using the qualitative method and two concepts, which is economic recovery and women economic empowerment in post-disaster. By doing the economic recovery in post-disaster it helps women to get their access back to the capital and at the same time they could start to show their ability, get involved in decision-making process, and able to work with the other actors, such as government, NGOs, and company, as well as build a community. Therefore, it shows that economic recovery in post disaster is not only help to re-establish the economic system after the disaster, but also has brought a positive impact to empowering women in individual and group capacity levels.
