DAMPAK PROGRAM BPJS TERHADAP PENGISIAN RESUME MEDIS PASIEN DI RSU RIZKI AMALIA MEDIKA

Latar Belakang: Kelengkapan resume medis menggambarkan kelengkapan seluruh isi berkas atau catatan medis yang ada di fasilitas pelayanan kesehatan tanpa membedakan jenis pasien berdasarkan cara bayar. Adanya program BPJS diharapkan mendorong keterisian resume medis menjadi lebih lengkap. Di Rumah Sakit Umum Rizki Amalia Medika masih banyak ditemukan ketidakterisian resume, baik pasien umum maupun pasien jaminan. Tujuan: Penelitian ini bertujuan untuk mengetahui prosentase keterisian resume medis pasien sebelum berlakunya program BPJS dan setelah berlakunya program BPJS, mencari penyebab perbedaan pengisian antara resume medis sebelum dan sesudah BPJS. Metode Penelitian: Penelitian ini merupakan penelitian kualitatif dengan rancangan retrospektif. Populasi objek penelitian adalah seluruh resume medis dalam berkas rekam medis pasien rawat inap di RSU Rizki Amalia Medika pada triwulan akhir tahun 2013 dan triwulan awal 2014. Sampel objek penelitian adalah 87 lembar resume triwulan akhir 2013 dan 89 lembar resume triwulan awal 2014. Sebagai subjek penelitian adalah 1 orang kepala rekam medis, 1 petugas pendaftaran, dan 2 orang dokter. Hasil Penelitian: Rata-rata prosentase keterisian resume medis pasien pada triwulan akhir 2013 adalah 40,17%, rata-rata prosentase keterisian resume medis pada triwulan awal 2014 adalah 54,65%. Faktor penyebab perbedaan pengisian resume medis sebelum dan sesudah BPJS yaitu kurangnya jumlah petugas rekam medis, kurangnya pengetahuan petugas tentang pentingnya resume, dan kesadaran petugas yang rendah. Selain itu belum adanya SPO tentang pengisian resume dan adanya klaim asuransi. BPJS berdampak positif dalam pengisian resume medis.

ABSTRACT Background: Completed medical resume (dischard summary) describe the entire contents of the file or completeness of medical records in health care facilities, regardless of the patient by way of pay. BPJS program is expected to encourage occupancy dischard summary becomes more complete. At Rizki Amalia Medika Hospital, still found uncomplete resume, both the common patient and insurance patient. Purpose: This study aimed to determine the percentage of occupancy medical resume of patients before and after the program BPJS, look for the causes of the differences between medical resumes charging between before and after BPJS. Methods: This study is a qualitative study with a retrospective design. The population of the research object is medical resume in the medical records of patients which are inpatient in Rizki Amalia Medika Hospital on the final quarter of 2013 and the fisrt quarter of 2014. The sample is 87 resumes the final quarter of 2013 and 89 resumes first quarter of 2014. As a subject of study is one person's head of medical records, 1 registrar, and 2 doctors. Results: The average percentage of occupancy patient's resume in the final quarter of 2013 is 40.17%, the average percentage of occupancy medical resume in early 2014 quarter is 54.65%. Factors causing differences in medical resume charging before and after BPJS namely the lack of medical records officers, officers lack knowledge about the importance of a resume, and a low awareness of officers. Besides the lack of SOP about charging resumes and their insurance claims. BPJS positive impact in the medical resume charging.
