IDENTIFIKASI POTENSI KOMODITAS JASA DAN SEKTOR UNGGULAN DAERAH STUDI KASUS PADA KABUPATEN NABIRE

Penelitian ini bertujuan untuk mendeskripsikan kegiatan ekonomi yang potensial di Kabupaten Nabire dan mengidentifikasi perubahan struktur ekonomi dan kontribusi setiap sektor ekonomi agar dapat dijadikan sebagai bagian dalam penerapan kebijakan yang strategis untuk pengembangkan perekonomian di Kabupaten Nabire. Data yang digunakan di dalam penelitian ini adalah data sekunder dalam bentuk runtut waktu (time series), selama lima tahun yakni dari Tahun 2008-2012. Data yang digunakan bersumber dari Badan Pusat Statistik (BPS) Kabupaten Nabire dan juga BPS Provinsi Papua, yang meliputi PDRB atas harga konstan dari Tahun 2008-2012 Kabupaten Nabire dan PDRB atas harga konstan dari tahun 2008-2012 Provinsi Papua. Analisis data menggunakan Location Quotient, analisis Shift Share, analisis MRP dan Overlay. Hasil analisis Shift Share menunjukkan bahwa telah terjadi perubahan struktur ekonomi di Kabupaten Nabire dari sektor primer ke sektor sekunder.Hasil analisis Location Quotient diketahui bahwa sektor basis di Kabupaten Nabire yaitu sektor pertanian, sektor listrik dan air bersih, sektor bangunan, sektor perdagangan, hotel dan restoran, sektor keuangan, persewaan dan jasa perusahaan serta sektor jasa-jasa. Hasil analisis Model Rasio Pertumbuhan (MRP) diketahui bahwa di Kabupaten Nabire sektor basis yang memiliki RPp positif yaitu keuangan, persewaan dan jasa persewaan. Sektor basis yang memiliki nilai RPs positif yaitu: (1) Bangunan, (2) Perdagangan, hotel, dan restoran, dan (3) keuangan, persewaan dan jasa perusahaan. Hasil analisis Overlay diketahui sektor potensial di Kabupaten Nabire yaitu dari sektor bangunan dan sektor keuangan, persewaan dan jasa perusahaan.

This research aims to describe the potential economic activities in the District of Nabire and identify changes in the structure of the economy and the contribution of each sector of the economy so that it can serve as a part in the implementation of a strategic policy for the development of the economy in Nabire District. The Data used in this research is secondary data coherently in the form of time (time series), for five years i.e., from 2008-2012. Data used are sourced from the Central Bureau of statistics (BPS) District of Nabire of Papua Province and also the BPS, which include GDP constant prices of the year over the 2008-2012 Nabire Regency and GDP in constant prices of the year 2008-2012 Papua Province.Data analysis using the Location Quotient, the Share Shift Analysis, Analysis Model of the Growth Ratio and Overlay. Results the Shift Share analysis shows that there has been a change in economic structure in Nabire Regency of the primary sector to the secondary sector. Results of the analysis of the Location Quotient in mind that the sector base in Nabire Regency of the agricultural sector, sector electri city and clean water the building sector, sector, trade, hotels and restaurants, the financial sector, rentals and service companies as well as the services sector. Results of the analysis Model of the Growth Ratio (MRP) Note that in Nabire Regency of the base sector have RPp positive i.e. finance, leasing and rental services. The base value is RPs positive i.e.: (1) Construction, (2) trade, hotels and restaurants, and (3) finance, leasing and service company.
