EVALUASI PENYEDIAAN, PENGELOLAAN DAN DAYA LAYAN FASILITAS TEMPAT PENAMPUNGAN SAMPAH SEMENTARA DI KECAMATAN ANDIR KOTA BANDUNG

Tahap pengumpulan sampah di tempat penampungan sampah sementara (TPS) menjadi salah satu aspek dalam pengelolaan persampahan yang membutuhkan perhatian khusus. Kecamatan Andir dinilai merupakan salah satu kecamatan di Kota Bandung yang memiliki permasalahan mengenai ketidakseimbangan daya layan, penyediaan, dan pengelolaan fasilitas TPS. Penelitian ini bertujuan untuk mengetahui persebaran fasilitas TPS di Kecamatan Andir, mengevaluasi aspek penyediaan, pengelolaan, dan daya layan fasilitas TPS, mengidentifikasi permasalahan yang berkaitan dengan aspek penyediaan, pengelolaan, dan daya layan fasilitas TPS, dan memberikan rekomendasi kebijakan dalam mengoptimalisasikan fungsi TPS yang ada di Kecamatan Andir, Kota Bandung. Metode yang digunakan dalam penelitian ini adalah metode survey deskriptif melalui pengumpulan data primer maupun data sekunder terkait. Teknik analisis yang digunakan dalam penelitian ini adalah analisis pola spasial dengan pendekatan kualitatif berdasarkan data kualitatif maupun kuantitatif dari seluruh TPS yang ada di Kecamatan Andir. Penelitian ini dilakukan secara deskriptif untuk memberikan gambaran yang lebih detail mengenai suatu gejala atau fenomena, serta dimaksudkan guna mengukur gejala-gejala yang ada tanpa menyelidiki hubungan antar variabel. Hasil penelitian menunjukkan bahwa terdapat 9 unit TPS di Kecamatan Andir yang tersebar di 3 dari 6 kelurahan, yaitu Kelurahan Campaka, Ciroyom, dan Kebonjati. Penyediaan beberapa TPS dinilai belum sesuai, proses pemilahan sampah di TPS dinilai belum optimal, dan terdapat 6 dari 9 TPS di Kecamatan Andir yang dinilai belum memenuhi aspek daya layannya. Permasalahan yang dapat diidentifikasi adalah penyediaan beberapa lokasi fasilitas TPS dinilai belum tepat dan merata, syarat kondisi fisik minimum TPS belum terpenuhi, bau sampah mencemari udara di area layan TPS, proses pemilahan sampah yang belum optimal, penumpukan sampah di sekitar TPS 3R Pasar Ciroyom, sebagian warga masih memanfaatkan fasilitas TPS secara ilegal, akumulasi volume sampah di TPS tidak sebanding dengan kapasitas kontainer dan penanganan keterlambatan pengangkutan masih bersifat kondisional. Rekomendasi kebijakan yang diusulkan adalah melalui penambahan jumlah TPS melalui proses site selection, pemenuhan standarisasi bangunan fisik TPS, pengoptimalisasian pemilahan sampah organik-anorganik-B3 di tingkat TPS, penanganan sampah yang menumpuk di sekitar area TPS 3R Pasar Ciroyom, penentuan area layan TPS secara spesifik dari segi administratif maupun fungsional, serta penambahan jumlah kendaraan pengangkut dari TPS ke TPA.

Waste collecting stage at the temporary waste disposal sites (TPS) should become the main focus of waste management cycle. One of the sub-districts in Bandung City, Andir Sub- district, has temporary waste disposal sites availability, management, and serviceability problems. This research purpose are to know the distribution of temporary waste disposal sites in Andir Sub-district; to evaluate the temporary waste disposal sites availability, management and serviceability aspects; to identify the temporary waste disposal site�s problems related to availability, management, and serviceability aspects; and to give some recommendation of governmental policies about temporary waste disposal facilities optimization in Andir Sub-district, Bandung City. This research used descriptive survey method of primary and secondary data. This research also used qualitative approach for spatial-pattern analytical techniques of quantitative and qualitative data on temporary waste disposal sites in Andir Sub-district. Descriptive research are used for giving a detailed figure of tendencious causes or certain phenomenon, and to observe the causes without investigating the inter-variables correlations. The study result indicates that 9 temporary waste disposal sites in Andir Sub-district are located in 3 of 6 administrative villages in Andir, those are Cempaka, Ciroyom and Kebonjati Administrative Village. Some of the temporary waste disposal sites are technically below-standard, some of those are still have an unoptimize waste-sorting process, and 3 of 6 temporary waste disposal sites are still have a poor serviceability rate. There are some identified problems of the temporary waste disposal sites in Andir, such as: some of the sites are wrongly located and poorly distribute, some of sites physical building are still below- standard, bad odor from the temporary waste disposal sites, over-accumulated waste at Ciroyom Market�s temporary waste disposal site area, many citizen still using the temporary waste disposal sites illegally, waste volume acummulation in temporary waste disposal sites are exceed the container capacity, and waste transportation delay are still in conditionally handled. The policies recommendation are the temporary waste disposal sites addition planning by site selection proccess; the fulfillment of temporary waste disposal sites physical building minimum standardization; optimization of waste-sorting process on waste-collecting stage; Ciroyom Market�s temporary waste disposal site area cleaning project; determining temporary waste disposal sites service area, both functionally and administratively; and waste-transportation modes addition from the temporary waste disposal sites to final disposal site.
