EVALUASI PENILAIAN KINERJA PROGRAM BANTUAN OPERASIONAL SEKOLAH (STUDI PADA SDN KERTAMULYA II KABUPATEN KARAWANG)

Konsep New Public Management (NPM) merupakan konsep yang dapat mewujudkan akuntabilitas dan tata kelola organisasi sektor publik yang baik.Konsep tersebut mengarahkan organisasi sekotor publik seperti satuan pendidikan untuk memberikan pelayanan yang lebih berorientasi terhadap dampak (outcome) yang dapat diterima oleh masyarakat. Satuan pendidikan menunjukkan akuntabilitas dan tata kelola dalam pengelolaan dana Bantuan Operasional Sekolah (BOS) melalui penyusunan Rencana Kerja Sekolah (RKS) yang di antaranya terdiri atas Rencana Kerja Tahunan (RKT), Rencana Kerja Jangka Menengeh (RKJM), serta membuat laporan Evaluasi Diri Sekolah. Penelitian ini menilai kinerja Program Bantuan Operasional Sekolah (BOS) yang dikelola oleh SD Negeri Kertamulya II dengan menggunakan alat analisis Performance Blueprint. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus, alat analisis yang digunakan adalah Performance Blueprint yang mampu mengategorikan indikator kinerja yang terdapat pada SD Negeri Kertamulya II menjadi empat kategori sesuai dengan ranking yang terdapat dalam four quadrant analysis. Metode penelitian juga dilakukan dengan menganalisis data dan wawancara sebagai alat untuk memperoleh informasi. Hasil penelitian ini menunjukkan bahwa indikator kinerja yang terdapat pada SD Negeri Kertamulya II didominasi oleh kategori Quantity of effort yang menunjukkan bahwa indikator kinerja tersebut belum berfokus terhadap hasil. Faktor pendukung pengelolaan program BOS yang berhasil diidentifikasi dalam penelitian ini adalah terdapat peraturan tertulis yang secara jelas menjadi acuan proses pengelolaan program BOS, terdapat sosialisasi dan pelatihan untuk membuat evaluasi diri sekolah, dan adanya mentalitas yang baik dari pimpinan untuk mengelola dana BOS. Faktor yang menjadi penghambat pengelolaan program BOS adalah keterlambatan pencairan dana, keterbatasan jumlah anggaran, peran orang tua yang kurang antusias, dan adanya oknum di instansi yang memiliki kewenangan yang memberikan tekanan terhadap keputusan kepala sekolah dalam penggunaan dana BOS.

The concept of New Public Management (NPM) is a concept which can create accountability and good governance on public sector organizations. That concept try to directpublic sector organizations such as education units to provide services that are more oriented towards impact (outcomes) that can be accepted by society. Education units demonstrate accountability and governance in the management of the BOS program through the preparation of Action Plans School under which consists of the Annual Work Plan, Intermediate Term Work Plan and to report School Self- Evaluation. This study tried to assess the performance indicators of BOS Program which is managed by the SD Negeri Kertamulya II by using analytical tools Performance Blueprint. This study used a qualitative method with a case study approach, the analysis tools is Performance Blueprint that able to categorize the performance indicators contained in the SD Negeri Kertamulya II into four categories according to the rankings contained in the four quadrant analysis. The research method was also carried out by analyzing the data and interviews as a means to obtain information. The results of this study indicate that the performance indicators contained in the public primary schools Kertamulya II dominated by category Quantity of effort that shows that performance indicators are not focused on results. Factors supporting the BOS program management were identified in this study is that there is a written regulation that clearly the reference of the BOS program management process, there is socialization and training to make the school self-evaluation, and the presence of a good mentality of leadership to manage BOS. Factors that constrain the management of BOS is the late disbursement of funds, the limited amount of the budget, the role of parents who are less enthusiastic, and the person in authority who has the authority to put pressure on the decision of the principal in use of the funds.
