JEJARING SEBAGAI INSTRUMEN PENGEMBANGAN KAPASITAS MITIGASI BENCANA: Sekolah Aman Bencana Di Kabupaten Grobogan Jawa Tengah

Dalam pendekatan top-down, kebijakan untuk mendirikan Sekolah Aman Bencana dituangkan dalam Peraturan Kepala BNPB No 4 Tahun 2012 tentang Penerapan Sekolah/Madrasah Aman. Sayangnya, kebijakan ini dalam prakteknya kurang tersosialisasikan ke masyarakat, termasuk ke sekolah-sekolah. Kebijakan berskala nasional yang berlangsung di daerah terimplementasi dengan baik justru tidak melalui jalur birokrasi yang ada. Ada proses informal yang bekerja secara “diam-diam” namun efektif. Ketika dicermati, ternyata kelangsungan proses implementasi ini melalui organisasi di luar pemerintah, namun cara kerjanya untuk menghasilkan respon positif di masyarakat mengandalkan jejaring (network). Tujuan penelitian adalah menemukan model pengelolaan jejaring (networking) yang melandasi kinerja organisasi-organisasi yang terlibat dalam pengembangan kapasitas mitigasi bencana, dalam hal ini pengembangan sekolah aman bencana. Penelitian kualitatif ini dilaksanakan di kabupaten Grobogan mengambil obyek Program Sekolah Aman Bencana yang dilaksanakan oleh KYPA. Melibatkan sejumlah aktor kunci sebagai partisipan penelitian dan menggunakan studi literatur dan observasi langsung untuk menghimpun informasi yang dibutuhkan. Hasil olah data disajikan dalam bentuk naratif deskriptif. Sejumlah aktor yang terlibat dalam pengembangan sekolah aman bencana di Grobogan memiliki agenda masing-masing, namun saling berhubungan, menjalin komunikasi untuk membagi peran. Jejaring merupakan salah satu strategi para aktor untuk memaksimalkan tujuan lembaganya terkait dengan upaya pengurangan risiko bencana maupun pengembangan pendidikan. Keterbatasan sumber daya dan motivasi memperoleh manfaat menjadi faktor yang paling kuat mempengaruhi seseorang ataupun lembaga mau terlibat aktif dalam jejaring. Aktor yang terlibat, peran yang dijalankan, adanya motor penggerak jejaring, model hubungan yang terbangun dan motivasi para aktor yang terlibat dalam pengembangan sekolah aman di Grobogan merupakan tema-tema yang membentuk konsep jejaring itu sendiri.

Regulation of the Head of National Agency for Disaster Management (BNPB) Number 4 year 2012 on Implementation for School/Madrasah Safe from Disasters was prepared in the frame of top-down oriented approach. Unfortunately, the regulation has not been socialized in satisfactory manner to the society, which includes schools. Well-executed implementations outlined in the national regulation were not channeled through the existing bureaucracy line. “Underground” informal processes took place yet proven to be effective. It was learned that the implementations were undergone by organizations outside the government structure, which worked to create positive response from community by relying on a network built. The objective of this research is to study the network management model that underlined the works of organizations involved in the capacity development for disaster mitigation, specifically the development of disaster-resistant schools. This research is a qualitative research conducted in the district of Grobogan with Disaster-Resistant School Program, implemented by KYPA, as the object of the research. The research involved a number of key actors as research participants and applied literature study and direct observation as the research methods to gather data needed. The result of the data analysis is presented in the form of descriptive narration. A number of actors involved in the development of disaster-resistant school in Grobogan, who had different yet interrelated objectives, communicated to each other to share roles. Networking is one of the strategies applied by the actors to maximize the positive impacts in disaster risk reduction and educational development. Lacking in resources and motivation to get benefits became the strongest factors in influencing individual and organizations actively involved in the network. Involved actors, roles shared, driving force of the network, relationship built and motivation of the actors involved in the development of disaster-resistant school in Grobogan are the themes that weave the concept of the network itself.
