ANALISIS KELAYAKAN USAHA PEMBANGUNAN KPHL KABUPATEN LUWU TIMUR (MODEL UNIT I LARONA - MALILI)

Pembangunan Kesatuan Pengelolaan Hutan (KPH) merupakan upaya pengelolaan kawasan hutan di tingkat tapak yang diamanatkan dalam UU No. 41 tahun 1999 tentang Kehutanan dan diatur dalam Permenhut No. P.6/Menhut- II/2009 tentang Pembentukan Wilayah KPH. Menindaklanjuti hal tersebut, maka KPH Lindung Kabupaten Luwu Timur (Model Unit I Larona � Malili) dibentuk berdasarkan keputusan Menteri Kehutanan Nomor : SK. 722/Menhut-II/2011 tanggal 20 Desember 2011 yang wilayahnya terdiri atas hutan lindung dan hutan produksi dengan total luas 261.924,20 ha yang dibagi menjadi 6 blok pengelolaan. Tujuan penelitian ini adalah untuk mengetahui kelayakan usaha selama jangka waktu 20 tahun dengan menggunakan parameter NPV,BCR, IRR, dan Payback Period pada suku bunga riil 6,72%/tahun. Hasil penelitian memberikan informasi sebagai berikut: (1) nilai NPV sebesar Rp. 827.451.527.562, (2) BCR sebesar 1,90, (3) IRR sebesar 28,09% dan (4) payback periode selama 6 tahun 6 bulan. Kesimpulan penelitian ini adalah bahwa pembangunan KPHL layak dikelola secara mandiri.

The development of Forest Management Unit (FMU) is an effort to manage of a forest area on the site authorized by Law No. 41, 1999 on Forestry an controlled by Ministry of Forestry Regulation No. P.6/Menhut-II/2009 on the Establishment of Forest Management Unit. As a follow up, the Forest Protection Management Unit of East Luwu Regency (Unit Model I Larona � Malili) was set up based on the decision by the Minister of Forestry No. SK. 722/Menhut-II/2011, which covers the areas protected forest and production forest of 261.924,20 hectares in total, the areas are separated into six management zones. This research aims at determining the management feasibility within the period of 20 years using parameters of NPV, BCR, IRR and Payback Period at a real interest rate of 6,72% per annum. The research result show the following information: (1) value of NPV is Rp. 780.164.284.110; (2) value of BCR 1,81; (3) value of IRR is 26,53% and value of payback period is 6 year and 10 month. The conclusion of this research is that the establishment of the Protected Forest Management Unit is feasible to be handled independently.
