PARTISIPASI WARGA DALAM PENGELOLAAN DESA WISATA: Studi di Desa Wisata Garongan, Kelurahan Wonokerto, Kecamatan Turi, Kabupaten Sleman

Penelitian ini bertujuan untuk mengungkap dan menganalisis tentang bagaimana partisipasi warga dalam tata kelola Desa Wisata Garongan Kelurahan Wonokerto Kecamatan Turi Kabupaten Sleman. Penelitian ini merupakan penelitian kualitatif-deskriptif, dengan pendekatan naturalistik, dengan mengkombinasikan field-study dan desk-study. Sumber data penelitian ini adalah person dan paper. Penentuan subjek penelitian menggunakan teknik purposif. Pengujian keabsahan menggunakan teknik triangulasi, sedangkan teknik analisis data menggunakan teknik analisis data induktif meliputi reduksi data, display data, kesimpulan, dan verifikasi. Hasil penelitian menunjukkan beberapa simpulan berikut: 1) Partisipasi publik dalam pengelolaan Desa Wisata Garongan harus dimaknai dalam perspektif pembangunan manusia, sehingga partisipasi diorientasikan untuk meningkatkan harkat dan martabat warga, terutama di bidang sosial ekonomi. Rendahnya partisipasi masyarakat ternyata dipengaruhi oleh kegagalan program desa wisata untuk menjadi instrumen penting pemenuhan kebutuhan sosial-ekonomi warga. 2) Partisipasi warga di level perencanaan program relatif minim, namun partisipasi sukarela dalam mendukung implementasi program desa wisata lebih dari cukup. Paling tidak, dari sisi eksistensi desa wisata sebagai milik bersama warga desa. Secara faktual dukungan warga atas eksistensi Desa Wisata relatif tinggi, sehingga mereka menolak investor atas dasar kekhawatiran kehilangan kontrol atas Desa Wisata sebagai “hak milik kolektif” mereka. Namun begitu, partisipasi di tahap evaluasi hampir sama dengan tahap perencanaan, dimana warga cenderung acuh tak acuh terhadap masalah-masalah pengelolaan desa wisata. 3) Dalam konteks desa wisata Garongan, persoalan partisipasi warga dalam pengelolaan desa wisata ternyata berhubungan dengan beberapa faktor, antara lain: persoalan dana atau anggaran pembangunan, minimnya kunjungan, dan profesionalisme pengelolaan. 4) Lemahnya partisipasi warga dalam pengelolaan Desa Wisata garongan akan melahirkan situasi-situasi yang merugikan bagi warga desa dan bagi sistem pengembangan dan pengelolaan desa wisata. This study aims to uncover and analyze on the participation of citizens in the governance of the Tourism Village of Garongan, Wonokerto, Turi, Sleman. This study is a qualitative-descriptive, with a naturalistic approach, by combining field-study and desk-study. The data source of this research is the person and paper. The technique used in determining the research subjects is purposive technique. The examination of data validity was using the technique of triangulation, while data analysis technique was using inductive data analysis techniques, including data reduction, data display, conclusion, and verification. The result of study shows some conclusions as follow: 1) Public participation in the management of Garongan Tourism Village must be interpreted in the perspective of human development, so participation is oriented to improve the dignity of citizens, especially in the social economy aspect. The low participation of citizens was influenced by the failure of the tourism villages program to be an important instrument of fulfillment toward socio-economy of citizens. 2) Public participation in phase of program planning is relatively low. However the voluntary participation in supporting the implementation of the tourism village of program is more than enough. At the very least, community supported the existence of the tourism village as common property of the villagers. For the sake of supporting the existence of tourism village, they rejected the investor on the basic argument of fears of losing control over tourism village as their collective property. However, participation in the evaluation phase is almost the same as the planning level where people tends to avoid paying attention to the problems of management of the tourism village. 3) In the context of Garongan tourism village, the issue of citizen participation in the management of tourist village has been linked to the several factors, i.e. the issue of budget and fund raising, the low amount of visits, and the professionalism of the management. 4) The lack of community participation in the management of tourism village will impact to the adverse situations for the villagers and system of development and management of tourism village.
