PERILAKU BELANJA PETANI TEMBAKAU PASCA PANEN RAYA DAN IMPLIKASINYA TERHADAP KETAHANAN EKONOMI KELUARGA (STUDI DI DESA CAMPUR SARI, KECAMATAN BULU, KABUPATEN TEMANGGUNG, PROPINSI JAWA TENGAH)

Penelitian ini dilakukan untuk mengetahui Pengaruh Perilaku Petani dalam membelanjakan uangnya Pasca Panen Raya Tembakau terhadap sudut pandang ketahanan ekonomi petani tembakau di dalamnya. Penelitian ini merupakan penelitian lapangan dan bersifat deskriptif. Populasi penelitian adalah petani tembakau di lingkungan desa Campursari yang hanya berjarak 3 km dari pusat kota Temanggung. Teknik pengambilan sampel menggunakan metode purposive sampling dengan asumsi populasi terikat oleh konteks peristiwa tertentu, sedangkan sampel yang diambil sebanyak 50 orang petani. Pengumpulan data dilakukan melalui observasi, wawancara, dan studi pustaka. Data diolah dan dianalisis secara induktif kualitatif dan kuantitatif deskriptif. Ketahanan ekonomi keluarga diukur berdasarkan kesejahteraan keluarga menggunakan konsep kemiskinan pendekatan pendapatan Bank Dunia dan pendekatan pengeluaran Badan Pusat Statistik. Berdasarkan penelitian, keberadaan Panen Raya Tembakau pada usaha tani tembakau memiliki peran besar bagi perekonomian keluarga petani, meliputi: (i) menyediakan aksesibilitas arena produktif yang mengusung nilai kesetaraan; (ii) menjadi penyokong utama perekonomian keluarga petani yang ditunjukkan dengan tingginya nilai kontribusi pendapatan dari arena tersebut kepada pendapatan rumah tangga; (iii) keberadaan usaha tani tembakau mampu menjadi opsi alternatif ketenagakerjaan sektor informal bagi masyarakat Kabupaten Temanggung. Sedangkan kendala dalam pengelolaan usaha tani tembakau mencakup masalah cuaca, regulasi tembakau dan inovasi. Hasil penelitian juga menunjukkan bahwa perilaku petani dalam membelanjakan uangnya pasca panen raya tembakau berimplikasi pada tren negatif ketahanan ekonomi keluarga petani. Angka “miskin” responden pada saat panen raya dilihat dari pendapatan sebesar 2% dan responden dalam kategori “miskin” mengalami kenaikan mencapai prosentase sebesar 4.% dilihat dari sudut pandang pendekatan garis kemiskinan nilai konsumsi / pengeluaran. Kesimpulan dalam penelitian ini adalah keberadaan panen raya tembakau memiliki makna yang besar bagi peningkatan ekonomi keluarga petani di dalamnya yang dapat dilihat bagaimana petani tersebut meletakkan ketergantungan yang tinggi terhadap arena pasar bagi pemenuhan kesejahteraan keluarga. Akan tetapi keberhasilan panen raya selalu diikuti dengan perilaku belanja yang berpengaruh terhadap ketahanan ekonomi keluarga. Kata kunci: Perilaku, Penen Raya, dan Ketahanan Ekonomi Keluarga

This study was conducted to determine the effect of Farmer Behavior in spending money Post Harvest Tobacco toward the Economic Sustainability viewpoint tobacco farmers in it. This research is a field and descriptive. The study population was a tobacco farmer in the village environment Campursari which is only 3 miles from the Temanggung city center. The technique of sampling used purposive sampling method with the assumption that the population is bound by the context of a specific event, while taking a sample of 50 farmers. Data collected through observation, interviews, and literature. Data processed and analyzed by inductively qualitative and quantitative descriptive. The family Economic Sustainability is measured based on the well-being of families uses the concept of the World Bank's poverty income approach and the expenditure approach the Biro Pusat Statistik. Based on research, the existence of Harvest Tobacco on tobacco farming has a major role for the economy of farming families, including: (i) provide accessibility productive arena that carries the values of equality; (ii) be a leading contributor to the economy of farming families indicated by the high value of the contribution of revenue from the arena to the household income; (iii) the existence of tobacco farming capable of be an alternative option for the people of the informal sector employment Temanggung. While constraints in the management of tobacco farming include weather problems, tobacco regulation and innovation. The results also suggest that the behavior of farmers in post-harvest spend money tobacco implicated in the negative trend of Economic Sustainability of farming families. The \\\"poor\\\" during the harvest respondents viewed from revenues of 2% and the respondents in the category of \\\"poor\\\" increased reach a percentage of 4% from the perspective of the poverty line approach to value consumption / expenditure. The conclusion of this study is the existence of Harvest tobacco has a great significance for the economic improvement of farming families who can views how the farmers put a high dependence on the market arenas for the fulfillment of The family welfare. However, the success of the harvest always followed by spending behavior that affect the the Economic Sustainability of the family.
