COMMUNITY PARTICIPATION TOWARDS PARTNERSHIP PROGRAMS FOR COMMUNITY BASED TOURISM DEVELOPMENT: CASE OF ACCOR GROUP AT CANDRAN VILLAGE

Desa Wisata Candran adalah sebuah dusun kecil terletak di Kebonangung, Yogyakarta. Meskipun desa tersebut kecil, mengalami gempa pada tahun 2006, Desa Wisata tersebut, bertekad untuk menjadi tujuan wisata bertaraf internasional. Untuk mendukung upaya tersebut masyarakat lokal bekerjasama dengan berbagai pihak, Accor Group membentuk program kemitraan yang menerapkan program Planet 21. Tiga poin utama yang dibahas dalam tesis ini adalah proses pelaksanaan program kemitraan, tingkat partisipasi masyarakat dan dampak sosial-ekonomi. Metode yang digunakan adalah “Mixed Methods” metode campuran, yakni metode kualitatif dan kuantitatif. Penelitian kuantitatif dilakukan dengan 74 responden (sampel) yang terdiri dari masyarakat setempat; wisatawan asing dan domestik. Penelitian kualitatif dilakukan dengan menggali informasi dari 12 informan. Hasil penelitian menunjukkan bahwa dua mitra, yaitu Sekolah Vokasi- UGM mendampingi masyarakat lokal sejak 2007 dan Accor Group pada tahun 2013 yang melaksanakan program kemitraan di Candran sesuai dengan inisiatif lokal. Partisipasi masyarakat lokal tetap berasal dari partisipan sementara dan partisipan luar dan tingkat partisipasi masyarakat sesuai dengan tingkat partisipasi konsultasi nomor tiga (3). Dari sisi dampak sosial-ekonomi, hasilnya menunjukkan ada keuntungan seperti peningkatan pengetahuan, pendapatan, insentif untuk masyarakat tetapi ada juga kerugian seperti kesenjangan ekonomi dan kesalahpahaman antara masyarakat lokal. Peneliti mengajukan beberapa rekomendasi untuk memperluas skala besar partisipasi dalam program ini. Pembangunan homestays dan pendirian koperasi \\" disarankan sebagai pintu pembuka agar masyarakat lokal lebih berpartisipasi di Desa Candran. Candran Village is a small village located in Kebonangung, Yogyakarta. Despite the small size of the village and the shake of earthquake in 2006, the village aspires to become a tourist destination at the international level. For the sake of supporting this local people effort and applying their program Planet 21, Accor Group established partnership programs which are the main focus of this research. Thereby, three main points are discussed related to the process of implementation of the partnership programs, the levels of community participation and its socio-economic impacts. This research applied mixed approach, qualitative and quantitative methods. While quantitative research was undertaken with 74 respondents (sample) comprising local people, foreign and domestic tourists. Qualitative research was carried out on 12 key respondents. The research findings showed that two partners namely Vocational School- UGM the first partners which assisted the local people since 2007 and the Accor Groups which in 2013 implemented partnership programs at Candran in accordance with local initiatives. The local people participations consisted of occasional and peripheral participants, while from the levels of local people, participation corresponded to “participation by consultation” number three (3). From the socio- economic impacts, the result revealed both advantages such as the increase of knowledge, income, incentives to the community and disadvantages including economic inequality and misunderstanding between local communities. The researcher laid out several recommendations in order to widen the large- scale participations in the program. Establishing homestays and koperasi” (cooperative) develop a good opportunity to open doors to further local communities’ participations at Candran Village.
