PENILAIAN PERKEBUNAN KELAPA SAWIT (STUDI PADA PERKEBUNAN RAKYAT DI LABUHANBATU SELATAN, SUMATERA UTARA)

Penelitian ini bertujuan untuk melakukan penilaian terhadap perkebunan kelapa sawit untuk memperoleh nilai properti perkebunan kelapa sawit milik rakyat di Kabupaten Labuhanbatu Selatan, Provinsi Sumatera Utara. Penilaian dilakukan terhadap perkebunan rakyat dengan luas lahan 15.174 m2. Metode analisis yang digunakan adalah metode penilaian pendekatan pasar dan pendekatan pendapatan dengan metode discounted cash flow(dcf). Data yang digunakan dalam penilaian ini adalah data primer dan data sekunder. Data primer diperoleh dari observasi dan wawancara personal terhadap pemilik lahan kelapa sawit dan berbagai narasumber. Berdasarkan hasil analisis, indikasi nilai properti perkebunan kelapa sawit milik rakyat dengan pendekatan pasar adalah Rp130.896.000,00. Indikasi nilai tanah kosong dengan pendekatan pasar adalah Rp100.820.000,00. Indikasi nilai properti dengan pendekatan pendapatan adalah Rp37.066.000,00. Indikasi nilai properti dengan pendekatan pendapatan tidak dapat digunakan dalam rekonsiliasi karena nilai dianggap under value. Ada beberapa alasan mengapa nilai ini dianggap under value, yaitu: tanaman kelapa sawit memiliki nilai ekonomis hanya 25 tahun sehingga dalam perhitungan dengan discounted cash flow(dcf) nilai pendapatan cenderung turun, nilai transaksi yang telah terjadi terhadap ketiga properti pembanding jauh lebih tinggi dibandingkan nilai properti objek, nilai tanah kosong lebih tinggi nilainya daripada nilai yang dihasilkan dari estimasi pendapatan, dan terbatasnya data historis pendapatan. Berdasarkan pada prosedur penilaian dan mempertimbangkan dengan teliti berbagai faktor lain yang mempengaruhi nilai tanah, penulis berpendapat bahwa Indikasi Nilai Pasar properti objek berupa tanah dan tanaman kelapa sawit dengan luas tanah seluas 15.174 m2 pada tanggal penilaian 1 November 2014 adalah Rp130.896.000,00. Nilai tersebut merupakan nilai properti perkebunan kelapa sawit milik Bapak Saman yang berlokasi di Desa Pekan Tolan, Kecamatan Kampung Rakyat, Kabupaten Labuhanbatu Selatan, Provinsi Sumatera Utara.

This study aims to assess the oil palm plantations to obtain property value of oil palm plantations owned by the people in South Labuhanbatu regency, North Sumatera province. This assessment is conducted on smallholdings area of 15.174 m2. The analytical method used is the method of assessment of market data approach and the income approach with discounted cash flow method. The data used in this assessment is the primary data and secondary data. Primary data obtained from observation and personal interviews to oil palm land owners and various informant. Based on the analysis, an indication of the value of properties of oil palm plantations owned by the people with the market data approach is Rp130.896.000,00. Indication of the value of vacant land by the market data approach is Rp100.820.000,00. Indication of the value of the property by the income approach is Rp37.066.000,00. Indication of the value of the property with the income approach can not be used in the reconciliation because the value is considered under value. There are several reasons why the value is considered under value, that are oil palm trees have economic value is only 25 years old so that in the calculation of discounted cash flow (dcf) value of income tends to go down, the value of transactions that have occured to the three comparable property is much higher than the value of the object’s property, the value of vacant land is higher than the value resulting from the estimated revenue, and limited historical data revenue. Based on assessment procedures and carefully consider the various factors that affect the value of the land, the authors found Indications Market Value object property such as land and oilm palm trees with vast land area of 15.174 m2 on November 1st, 2014 is Rp130.896.000,00. That value is the property value of oil palm plantations belonging to Mr. Saman, which is located in village of Pekan Tolan, district of Kampung Rakyat, regency of South Labuhanbatu, province of North Sumatera.
